- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice.This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. Acquisiton Services Directorate is issuing this solicitation on behalf of The United States Office of Special Counsel. The solicitation number is D11PS18913 and is issued as a request for quote (RFQ). Submit written quotes (oral quotes will not be accepted).The requirement is for the following commercial items: OSC requires fifteen (15) employee parking spaces for the OSC senior staff.One (1) dedicated space for the Special Counsel, and fourteen (14) spaces with 24-hour access.Facility should be within a mile of 1730 M. Street NW, Washington DC 20036. Spaces must be self-park spaces due to the early morning and late hours of senior staff employees.Require secure parking, in that a key fob or key card is used to enter and exit the parking area.Facility and adjacent premises should provide for a safe and secure environment, should be well-light and with no significant security or personal safety concerns to customers.Egress and Ingress to the Parking facility should be un-restricted; delivery trucks or other standing/parked vehicles should not block access to the facility or to adjacent streets.The parking spaces provided should not be double-parked or blocked; employees should be able to freely retrieve and depart in their automobiles. The Period of Performance shall be one year from date of award.The following provisions and clauses apply to this acquisition: The provision at FAR 52.212-1, Instructions to Offerors--Commercial Items. 52.212-2 -- Evaluation -- Commercial Items:The Government will evalutate quotes based on Lowest Price Technically Acceptable the contractor must meet technical requirements. 52.212-3, Offeror, Representations and Certifications-Commercial Items.The offeror must include a completed copy of this provision with their quote if the contractor is not registered in ORCA.52.212-4, Contract Terms and Conditions-Commercial Items. 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders Commercial Items (including 52.204-10, 52.209-6, 52.-222-36 and 52.223-18).This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-48. The North American Industry Classification System (NAICS) code is 812930. All firms or individuals responding must be registered with the Central Contractor Registration (CCR), http://www.ccr.gov. Quotes are required to be received no later than 3:00 P.M. EST Friday,18 March 2011.
