Description
The purpose of this Amendment to BAA W911W6-11-R-0005 is to publish all clarifications and questions and responses received and provided to date. 1. The Government extends the proposal deadline from Thursday, 31 March 2011 at 4:00 p.m. EST to Thursday, 21 April 2011 at 4:00 p.m. EST. 2. The TECHNICAL SECTION (B.3) as stated in the Solicitation - Section IV Application and Submission Information and Supplemental Package - 4. Proposal Content is extended from 70 pages to 80 pages. 3. QUESTION: Can a non-profit research institute participate as a subrecipient? ANSWER: The BAA Evaluation Criteria for a VLRCOE states that the Government will evaluate partnering and inclusion of sub-awards (see: (6) Partner universities and individual investigators from other universities to strengthen the Center's program; and (7) Participation of Historically Black Colleges or Universities (HBCU) or Minority Institutions (MI) (Goal of 5%)). It does not preclude the recipient from proposing sub-recipients or partners that are non-profits or for-profits. 4. QUESTION: Can a sub-recipient have multiple collaborative tasks with various teams/proposers? ANSWER: The BAA does not contain any restrictions to the number of collaborative tasks that one may propose to or with.
