Description
The U.S. Department of Homeland Security (DHS) is conducting market research to identify the capabilities of small business, 8(a), service disabled veteran small business and HUBZone small business that can provide mission support services to the National Cyber Security Division. The responses to this synopsis will be used to determine whether or not to set aside the acquisition for small business concerns. This synopsis is not a solicitation and does not commit the Government to a contract. Respondents are advised that the Government will not pay for any information or administrative cost incurred in response to this synopsis. All costs associated with responding to this synopsis will be solely at the responding party's expense. Please be advised that all submissions become Government property and will not be returned. The primary NAICS Code for this requirement is 541519, small business size standard is $25M 1. Requirements Description The DHS National Cyber Security Division (NCSD) was created in June 2003 to work collaboratively with public, private, and international entities to secure cyberspace and America's cyber assets. Recent Congressional legislation and detailed policy requirements set forth in the National Security Presidential Directive (NSPD) 54 / Homeland Security Presidential Directive (HSPD) 23 direct DHS and NCSD, to substantially expand and enhance its cyber security mission to support the protection of the Nation's cyber assets and cyber infrastructure. The scope of the anticipated effort is to provide mission support and professional services to the following NCSD branches: US-CERT Branch; Federal Network Support Branch; Global Cyber Security Management Branch; and Critical Infrastructure Cyber Protection & Awareness Branch. Tasks primarily include the following: • Program management, cyber security strategic planning and policy development; • Preparing for and responding to cyber security events; • Developing relationships between cyber security stakeholders within and among the private and public sectors; • High-level strategy and policy development support necessary to manage the national-level programs; • Business operations support, including financial management; programming, development of business processes and techniques, risk management; development of Cybersecurity standards; technical writing, analytical and facilitation support. The Government estimates that the total level of effort required to fulfill this requirement will be approximately 75-85 full time equivalents (FTE). The performance period begins at the start of fiscal year 2012, which requires full staffing levels and security clearances. Additionally, performance of the stated requirements will require access to information that may be sensitive or classified. Any potential offeror must be able to provide or obtain the necessary personnel and facilities to accommodate such security requirements. All personnel performing work under the anticipated contract will be required to obtain DHS Suitability prior to beginning work. In addition, all personnel performing work on-site at DHS facilities must obtain at minimum a SECRET clearance based upon an appropriate background investigation. All other personnel requiring access to classified information must possess or be able to obtain the appropriate level of clearance (up to the TOP SECRET/SCI level) based upon an appropriate background investigation. 2. Capability Statement Submission Instructions Vendors responding to this synopsis shall provide a narrative description of their understanding of the requirements and experience summary, not to exceed seven (7) pages in length, as follows: Executive Summary, not to exceed one (1) page; Narrative Description not to exceed three (3) pages; Experience Summary, not to exceed three (3) pages. Specifically, the capability statements should address each bulleted item under Section 1, Requirements Description above and include the following information: a. Provide Executive Summary on the company's general background information; b. Provide Narrative description of the vendors understanding of the requirements outlined in the bulleted items above and in meeting and maintaining large staffing requirements on similar projects, which required personnel security clearances; c. Provide Experience Summary which includes relevant experience in the past three years on similar projects or demonstrated capabilities in a cyber security program area; d. Provide Facility and personnel clearance levels; e. Provide Socio-economic status; f. Include any GSA Federal Supply Schedules; g. Indicate any Teaming Partners or Subcontractors; and h. Provide a Point of Contact and include the POC's name, telephone number and email address in the event the Government requires any clarifications to the information included in your capability statement. Only electronic submissions will be accepted. Electronic files larger than 5 MB shall be broken down into multiple files with no one file exceeding 5 MB. Each electronic submission shall include: 1. Sources Sought number and "Capability Statement" in the subject line. 2. If the submission includes more than one electronic email, the file number and total files being submitted (e.g., File 1 of 4, File 2 of 4, etc.) in the subject line. 3. In the body of the email, include a Point of Contact (POC), phone number, and email address of the person to be contacted regarding any correspondence between the Government and the vendor. This person should be a primary contact and capable of addressing questions or issues associated with the submission or content of the capability statement. 4. Include a brief summary of the email's content, the vendor's name, and mailing address. 5. The capability statement attachment. All capability statements sent in response to this synopsis must be submitted electronically (via e-mail) to: Tiffany Kindred-Lopez, Contract Specialist, at the following email address, Tiffany.KindredLopez@hq.dhs.gov, no later than 3:00 pm EST, on March 18, 2011. Capability statement receipt time will be determined by the recorded time of receipt in the Contract Specialist's email box. In the event submissions include multiple electronic files, all files must be received in the electronic mail box by the due date specified above to be considered timely.
