Description
The U.S. Army Health Care Acquisition Activity (HCAA), Center for Health Care Contracting (CHCC), Fort Sam Houston, Texas intends to award a cost reimbursement contract on a sole source basis to the American Registry of Pathology (ARP), 14th Alaska Ave. NW, Washington, DC 20306-0001. The requirement is for non-personal professional and administrative support services for the National Museum of Health and Medicine (NMHM) in support of the Armed Forces Institute of Pathology (AFIP). The NMHM is a highly collaborative environment which comprises three integrated divisions, whose overall mission is the development, planning, analysis, management and implementation of all activities related to its holdings, their use, or any other activity related thereto. The NMHM is the permanent steward of the nation's National Historic Landmark medical collection. The NMHM is responsible for its cultivation and development and all activities related to its missions. The contractor will support this mission by providing highly qualified, experienced personnel necessary to perform professional, scientific, administrative support and courier services, seamlessly integrating current operations with transition-period and future operations. Support includes a normal work day in addition to early, weekend, holiday, and occasional evening work, if required. Travel to CONUS/OCONUS is required. Through a BRAC directive, the NMHM will be relocating from the current museum location on the campus of Walter Reed Army Medical Center to existing structures located in Gaithersburg, MD and a new construction located in Forest Glen, MD. The relocation of the NMHM entails a high degree of uncertainty and will at a minimum require increased contractor support and operations. The basis for sole source justification is that in carrying out the provisions of 10 U.S.C. 176, the AFIP is authorized to contract with the ARP for the services of such professional, technical, or clerical personnel as are necessary to fulfill their cooperative enterprises. Public Law 96-513 effective Dec. 12, 1980, amended 10 U.S. C. 176 to include the NMHM as a public facility of the AFIP with the purpose of displaying and interpreting the collections of the AFIP. This effort has been performed by ARP for the last 15 years through a cost reimbursement, sole source contract under the authority of 10 U.S.C. 2304(c)(5) and 10 U.S.C. 176(b)(1)(C), as implemented by FAR 6.302-5, Authorized or Required by Statute. As such, ARP is the only contractor that can start full performance on April 1, 2011. The North American Industry Classification System (NAICS) code is 712110. The CHCC intends to award a 5.5-month bridge contract no later than March 31, 2011. The anticipated period of performance is April 1, 2011 through September 15, 2011. This is a sole source award. The CHCC intends to solicit and negotiate only with the American Registry of Pathology under the authority of FAR 6.302-5. This notice of intent is not a request for competitive proposals. A solicitation will not be published. However, any quotes, proposals, or capability statements received by close of business on March 18, 2011, will be considered by the contracting officer.
