Description
The Naval Air Systems Command (NAVAIR) intends to issue an order under the V-22 Basic Ordering Agreement with the Bell Boeing Joint Program Office on an other than full and open competitive basis to address obsolescence driven issues. This effort will address electronic component obsolescence in the Vibration Structure Life and Engine Diagnostics (VSLED), Fuel Management Unit (FMU) (2 per Shipset) and the Drive System Interface Unit (DSIU). After currently available electronic components have been selected and integrated into the production design, these units will retain their original form, fit and function for both MV-22 and CV-22 aircraft. The obsolescence effort consists of electronic component integration, documentation, and component characterization/qualification to allow installation of the reworked VSLED, FMU and DSIU in the V-22 aircraft. This requirement will be procured in accordance with FAR Part 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements. Bell-Boeing is the sole designer, developer, and producer of the V-22 Titlrotor aircraft and is the only known source that possesses the engineering data, technical skills and requisite knowledge of the design, fabrication, performance, operation, and maintenance and support characteristics of the aircraft. Any interested party must have the approved facility and personnel clearances necessary and also demonstrate its ability to obtain any required clearances in time to meet the schedule requirements. Any respondent must also submit a Statement of Qualifications to demonstrate their ability to perform to the Government's needs with the required response time.
