Description
This is a NOTICE OF INTENT TO AWARD A SOLE SOURCE CONTRACT using Federal Acquisition Regulation FAR Part 13.5, Test Program for Certain Commercial Items, in conjunction with Subpart 13.106-1(b)(1), only one responsible source and no other supplies or services will satisfy agency requirements. The U.S. ACC, APG (SCR&T), Natick Contracting Division, Natick, MA 01760 has a requirement to procure equipment for the purpose of evaluating materials under high pressure to better understand the performance of materials in ballistic protection applications. The equipment must meet specifications, which include the following: a.Hydraulic pump must be able to handle pressurized, heated silicon. b.Pump maximum discharge pressure: 150,000 psig. c.Pump maximum inlet temperature: 104 deg F d.Pump flow rate: 0.5 liter per minute e.Double, ball type, inlet and discharge check valves f.Ambient operating temperature range: 50-100 deg F g.The equipment must have a 50 liter unpressurized reservoir and a 1 liter pressurized multi-wall cylinder reservoir capable of safe containment of silicon oil at temperatures up to 400 deg F. h.Equipment must include means of efficiently heating pressure vessel contents to 400 deg F within several hours and cooling process fluid prior to depressurization and during let down. i.There must be a 0-10V electronic pressure control. The Government intends to award a Firm-Fixed Price sole source contract to Hydro-Pac, Inc, 7470 Market Rd., Fairview, PA 16415. The associated North America Industry Classification System (NAICS) Code is 332420 and the Business Size Standard is 500 employees. All responses received within five (5) days after date of publication of this notice will be considered by the Government. A determination by the Government not to compete this proposed purchase order based upon responses to this notice is solely within the discretion of the Government. Interested persons may identify their interest and capability to respond to the requirement no later than 6:30 PM Eastern Time, March 14th, 2011. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government in future procurements.
