Description
Sources sought for a commercial services acquisition, which may result in a solicitation being issued for a firm-fixed-price (FFP), requirements-type contract (RTC) as described within Federal Acquisition Regulation (FAR) 16.503, Requirements Contracts. The purpose of this sources sought notice is to gain knowledge of interest, capabilities, and qualifications of contractors who can support this commercial SSTSS requirement as a prime contractor. Mission-essential IT SSTSS, which may include site surveys; site preparation; new installations or relocations of telephone systems and/or data systems; cable installation; and moves, additions, changes and/or repairs at new sites or existing locations within the USAAC footprint. If a solicitation were to be issued unrestricted, a subcontracting plan would be required from large businesses in accordance with FAR 19.7 and Defense Federal Acquisition Regulation Supplement (DFARS)-The Small Business Subcontracting Program. The period of performance for this acquisition is expected to include a base year with one, one-year option period. Contractor's management office shall be located within a 50-mile radius of Fort Knox, KY (40121). Hours of work: 8 AM - 4:30 PM (local time); year-round operations (24/7/365 or 366). PLACES OF PERFORMANCE: This requirement may be needed at various locations throughout the Continental United States (CONUS), Alaska and Hawaii, and within the U.S. Territories, periodically. Interested parties should submit the following information to Teresa Simpson at teresa.a.simpson@us.army.mil no later than 5 PM (EST), Friday, 18 March 2011: 1. Company name, address, point of contact, and Central Contractor Registration (CCR) CAGE code. 2. Company type: large or small business. 3. Socio-economic factors: 8(a) Certified Small Business, HUBZone Certified Small Business, Service-disabled Veteran Owned Small Business (SDVOSB), Woman-owned Small Business (WOSB), etc. 4. Capabilities statement demonstrating the company's: a. ability not only to perform SSTSS as described above, but also to manage, plan, staff, budget, schedule, and provide quality control throughout contract period of performance; b. customary commercial practices, discounts, and nature and risks associated with an FFP RTC; and c. types of certifications (e.g., International Organization for Standardization = ISO and/or Capability Maturity Model Integration = CMMI). 5. Large businesses should indicate whether they have either existing DoD individual subcontracting plans or an approved master plan. Data should include subcontracting plan accomplishment since 2008 to present along with the applicable contract number, DoD agency name, contract administrator's name, and telephone number. 6. Company should provide three examples of relevant past performance, which is defined as experience directly related to supporting and managing IT-related requirements occurring within the past three years. Data should include applicable contract number, agency name, and magnitude of the contracts. Questions may be sent by e-mail to Teresa Simpson at teresa.a.simpson@us.army.mil.
