- THIS IS A COMBINED SYNOPSIS/SOLICITATION FOR COMMERCIAL ITEMS PREPARED IN ACCORDANCE WITH THE FORMAT IN FAR SUBPART 12.6-STREAMLINED PROCEDURES FOR EVALUATION AND SOLICITATION FOR COMMERCIAL ITEMS-AS SUPPLEMENTED WITH ADDITIONAL INFORMATION INCLUDED IN THIS NOTICE. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; QUOTATIONS ARE BEING REQUESTED, AND A WRITTEN SOLICITATION DOCUMENT WILL NOT BE ISSUED. ***This solicitation is being issued using Simplified Acquisition Procedures.*** ***This solicitation is a Request for Quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-49.*** *** The associated North American Industrial Classification System (NAICS) code for this procurement is 327910 with a small business size standard of 500 employees. This requirement is a 100% Small Business Set-Aside.*** Background: The Department of Commerce and the National Institute of Standards and Technology (NIST) have developed a major national facility for neutron scattering called the NIST Center for Neutron Research (NCNR). This facility hosts over fifteen unique instrument stations for use by national and international researchers for materials research. In addition, instruments are also provided for fundamental physics research, neutron interferometry, and neutron optics. Radiation shielding is an essential component of this facility to ensure the protection and safety of all personnel working in and around these instruments. In addition, it protects the processes within each experiment from becoming tainted by another instrument's operations or by processes within the experiment itself. Steel can provide effective shielding against gamma radiation and is normally used in combination with other materials that block unwanted neutrons. This procurement is for S-780 cast steel shot that will be used in the shielding surrounding a multi axis crystal spectrometer (MACS) instrument. ***All interested Contractors may provide a quote for the following: Line Item 0001: Quantity Forty Four (44) of 55-Gallon Drums of S-780 Cast Steel Shot, which shall meet or exceed the following minimum specifications: General Specifications: 1. The steel shot must meet the required standards specified in the Society of Automotive Engineers (SAE) J2175 - Specification for Low Carbon Cast Steel Shot. Packaging Specifications: 2. The steel shot must be packed and shipped in 55-gallon steel drums with watertight lids and locking rings. Packaging must be accomplished in such a manner as to insure that the steel shot is not exposed to moisture and is protected against loss. 3. Net weight of one (1) filled drum must be a minimum of 2000lbs, which does not include the tare weight. 4. Each drum must be individually palletized on a wooden pallet. 5. No poly-liners are allowed between the inside of the drum and the steel shot. 6. Each drum must be legibly marked with the following information: a. Name of abrasive b. Weight c. Size and type designation d. Manufacturer's name Inspection and Acceptance Criteria: NIST will inspect drums upon delivery. If any drums of S-780 steel shot do not conform to the above specifications, the shot will be returned to the contractor at the contractor's expense. Delivery: Drums must be shipped on an open flatbed trailer for side unloading. Delivery terms shall be FOB Destination. FOB Destination means: The contractor shall pack and mark the shipment in conformance with carrier requirements, deliver the shipment in good order and condition to the point of delivery specified in the purchase order, be responsible for any loss of and/or damage to the goods occurring before receipt and acceptance of the shipment by the consignee at the delivery point specified in the purchase order; and pay all charges to the specified point of delivery. The contractor shall deliver line item 0001 to NIST, Building 235 after checking in at Building 301, Shipping and Receiving, Gaithersburg, MD 20899-1640. Period of Performance/Delivery Schedule: Delivery must be completed in accordance with the following: 1. First shipment must be completed no later than four (4) weeks after receipt of order. 2. Final shipment must be completed no later than six (6) weeks after receipt of order. Due to limited manpower and equipment availability, the NCNR is unable to unload more than one (1) trailer-load of steel shot in a given workday. Delivery must be scheduled such that: 1. Daily shipment must not exceed one (1) trailer-load of steel shot. 2. A trailer load must consist of between 15 and 25 drums of steel shot. 3. Arrival of shipment at NCNR for unloading must occur between the hours of 7:00 a.m. and 2:00 p.m., ET. 4. Notification of shipment must be given a minimum of two (2) working days prior to arrival at the NCNR. Notification of shipment must include date and approximate time of arrival at NIST, name of carrier, name and citizenship of driver. Technical Evaluation Criteria: Award shall be made to the firm that provides the lowest priced, technically acceptable quote. Technical acceptability means that the quote meets all of the stated minimum specifications. The Government will evaluate information based on the following evaluation criteria: 1) Technical Capability factor "Meeting or Exceeding the Requirement," and 2) Price. Technical Capability: Evaluation of Technical Capability will be based on the information provided in the quotation. NIST will evaluate whether the offeror has demonstrated that its proposed equipment meets or exceeds all minimum requirements. Quotations that do not demonstrate the proposed equipment meets all requirements will not be considered further for award. If an offeror does not indicate whether its proposed equipment meets a certain minimum requirement, NIST will determine that it does not. The Government intends to award a Purchase Order as a result of this Combined Synopsis/Solicitation that will include the terms and conditions that are set forth herein. In order to facilitate the award process, ALL quotes shall include a statement regarding the terms and conditions herein as follows: The offeror shall state "The terms and conditions in the solicitation are acceptable to be included in the award document without modification, deletion, or addition." OR The offeror shall state "The terms and conditions in the solicitation are acceptable to be included in the award document with the exception, deletion, or addition of the following: Offeror shall list exception(s) and rationale for the exception(s) Please note that this procurement is not being conducted under the GSA Federal Supply Schedule (FSS) program or another Government-Wide Area Contract (GWAC). If an offeror submits a quotation based upon an FSS or GWAC contract, the Government will accept the quoted price. However, the terms and conditions stated herein will be included in any resultant Purchase Order, not the terms and conditions of the offeror's FSS or GWAC contract, and the statement required above shall be included in the quotation. ***Submission shall be received not later than 3:00 p.m. local time on March 21, 2011 at the National Institute of Standards & Technology, Acquisition Management Division, 100 Bureau Drive, Building 301, Room B175, Mail Stop 1640, Gaithersburg, MD 20899-1640, Attention: Joshua Holliday. Because of heightened security, FedEx, UPS, or similar delivery methods are the preferred method of delivery of quotes. If quotes are hand delivered, delivery shall be made on the actual due date through Gate A, and a 48 hour (excluding weekends and holidays) prior notice shall be made to the Contracts Office at 301-975-4959. For non-U.S. citizens, the following additional information will be required: title, employer/sponsor, and address. Please ensure that the individual making the delivery brings photo identification, or they will be denied access to the facility. Offerors shall submit their quotations so that NIST receives the complete quotation not later than 3:00 PM Eastern Time on March 21, 2011. FAX quotations shall not be accepted. E-mail quotations shall be accepted at joshua.holliday@nist.gov. E-mail quotations shall not be deemed received until the quotation is entered in the e-mail inbox of Joshua Holliday. ***
