Description
The sole purpose of this notice is to assess the capabilities and interests of small business concerns in performing services described below so that a determination can be made on whether or not this requirement will be set-aside for small business. Once that determination has been made, a presolicitation or solicitation notice may be posted. Firms are advised that this notice is not a Request for Proposals (RFP). The notice shall not be construed as a commitment by the Government to issue a solicitation or to ultimately award a contract on the basis of this notice or responses thereto. The Government will not pay for any information solicited, requested, or provided. Responses to this notice will not serve as a proposal, bid, or offer, and will not be used by the Government to form a binding contract. The Internal Revenue Service (IRS) is requesting information regarding trash/rubbish/paper waste removal and recycling for our Austin Submission Processing Center located in Austin, Texas, and nearby properties. The contractor shall provide all management, supervision, labor, materials, supplies, and equipment (except otherwise provided), and shall plan, schedule, coordinate, and assure effective performance of all services described herein. The objective of the Government is to reduce waste disposal costs, conserve landfill space, and ultimately to conserve natural resources. Contractor duties shall consist of the following, generally: 1) Establishing a complete program for the separation and recovery of various grades of office waste paper and other recyclable items; 2) Removal of all trash, rubbish, and waste paper, cardboard boxes, shredded materials, and other debris. Waste will consist of kitchen waste from the cafeteria, child care center waste, work area waste, miscellaneous office paper waste to include security waste and warehouse waste, e.g. cardboard boxes; and 3) Ensuring proper disposal of all items and/or recycling of recyclable materials. Contractor shall include in its proposal a plan to recycle at least 75% of waste that is collected from all IRS sites affected by this requirement. Waste products may include classified and/or sensitive information, which shall be destroyed within a 24-hour period from the time of haul-of/removal from the Government’s property. Compliance with this requirement is mandatory and essential to prevent inadvertent disclosure of taxpayer information, which may result in criminal penalties. Contractor shall securely enclose (with plastic shrink-wrap or equivalent) documents contained in security waste hampers at the time of removal and shall transport said documents in a locked container(s). Contractor shall be responsible for securing all trash at all times during transport and through final destruction and/or recycling. Contractor shall be required to attend mandatory unauthorized access (UNAX) training. The Government estimates that approximately 2,040 tons of waste will be produced within a given 52-week period, which will include recyclable waste paper, aluminum cans, copper wire, brass plumbing materials, plastics, glass, non-recyclable waste such as paper towels, plastic trash can liners, bags, disposable plates, and cups, food, steel cans, various metal objects, office supply items, etc. Contractor is made aware that daily volumes of waste fluctuate. The Center experiences a significant increase in waste creation during peak taxpayer filing season, which runs from January through May. Contractor may be required to respond to weekend pickup requests, and the number of hauls/trips may fluctuate. All interested businesses are invited to submit a Capabilities Statement of not more than ten (10) pages (not including past performance information). The Capability Statement should be tailored to this notice and should specifically address the company’s capabilities to provide the services outlined above and the company’s experience. Additionally, the response must include past performance on government and non-government contracts and the dates those contracts were effective. The interested contractor shall include with its response a cover letter, which should include -- 1) company name, address, point of contact, telephone number, fax number, email address; 2) DUNS number and CAGE code; 3) the socioeconomic status of the company, i.e., small business concern, 8(a) business, HUBZone small business, small disadvantaged business, woman-owned small business, veteran-owned small business, and/or service-disabled veteran-owned small business; and 4) Small Business Certification, if any. Respondents will not be notified of the results of this market research evaluation.
