- This is a sources sought for information only. This is not a solicitation for quotations and no contract will be awarded from this notice. No reimbursement will be made for any costs associated with providing information in response to this sources sought or any follow-up information requests. The purpose of this sources sought is to gain knowledge of potentially qualified sources and their size classifications (small business, large business, etc.) Please do not request a copy of a solicitation, as one does not exist. The Air Force District of Washington, Installation Division, Andrews AFB, MD is seeking professional, qualified, experienced sources to provide a wide variety of professional Information Technology (IT) services to directly support HQ AFOSI and its mission. The contractor shall provide all personnel, equipment, tools, materials, supervision, and non-personal services necessary to perform the required services. The contractor shall also provide employees with an active Top Secret clearance and be eligible for Sensitive Compartmented Information (SCI)Access. Services include the overall task objectives, as follows: (1) IT Customer Support/Helpdesk: Provide front-line - Tier 1 IT customer support for all AFOSI computer networks and systems with differing classification levels including sensitive-but-unclassified (SBU), Secret, Top Secret, and Counter-intelligence (CI). Help desk support includes, the following programs: Accounts Management, Air Force Standard Desktop Configuration loads, general network troubleshooting. (2) IT Network Engineering/Management: Install and maintain routers, switches, hubs and necessary cabling comprising the AFOSI Transmission Control Protocol/Internet Protocol (AFOSI TCP/IP) networks. Maintain the IP addressing schema for all infrastructure of the enterprise, modify switch, router, and hub configurations to ensure optimum network performance and configure Access Control Lists to grant/restrict network access to authorized users and protocols. Provide metrics collection in support of AFOSI enterprise infrastructure and information flow management. Configure, operate, and maintain enterprise network management systems and provide necessary backup of such systems. Provide proactive and reactive management of resources by monitoring and controlling networks, available bandwidth, hardware and distributed software resources. Respond to detected security incidents, network faults (errors), and user reported outages at the time of customer referral. Analyze information protection-related issues and provide engineering, technical, and management solutions. Support the integration of information protection solutions and technologies into computer/network systems and applications with particular attention to protocols, interfaces, and system design. Analyze and define security requirements for operational systems as well as systems under development. Design, develop, engineer, and implement solutions that meet established security requirements. Perform vulnerability/risk analyses of computer/network systems and applications during all phases of the system development life cycle. (3) IT Systems Engineering/Management: Install, configure, operate, and maintain network-launched user applications. Operate, maintain and troubleshoot video teleconferencing hardware and software. Maintain the Global Address List, MS Active Directory, or other network directory services. Manage Internet and Intranet web servers, Remote Access Security Services, and maintain the Domain Name System (DNS) Server. Ensure security, administrative control, and application caching services, and backup (disaster recovery procedures) for all operational systems. Perform general server and Automated Data Processing Equipment (ADPE) repair and servicing. Provide technical support to maintain mission-critical personal computers, printers, scanners, and laptop systems. (4) IT Application Development/Management: Analyze, develop, implement, maintain, document, and modify Microsoft Windows-based standalone, client/server, and web-based software applications. Encode, debug, and test software applications to meet established operational and system requirements using Windows development environment as well as other programming languages and tools, as required. Install applicable databases onto the appropriate computer operating systems, create databases, configure databases (for a data warehousing application), and use import utilities to install databases. Create indexes, Clusters, Snapshots, Views and other database objects. Manage Rollback Segments, Data File Size, and all the other aspects related to the performance tuning of databases. Write code for update queries, update data dictionaries as new fields are added to the database, and maintain a data correction log. Create and maintain data correction logs that identify the date the correction was performed, tables and fields affected, submission affected, error code affected, and other pertinent metadata. Expand and update the data dictionary for the database and related applications. Project long-range requirements for database administration and design in conjunction with other managers in the information systems function. Also includes the development of multimedia (computer and web based) training projects, using instructional systems design methods with existing lesson objectives and course material that convey educational ideas by visually using movies, animation, graphics, text and sound. (5) IT Program Support: Provide multi-disciplinary IT program management support including requirements and configuration management; process management and quality assurance; risk management, asset management; technical writing; and training. Conduct requirements and configuration management planning and implementation. Manage requirements identification, validation, and prioritization. Identify and maintain requirements documentation, design documentation, software and systems related documentation. Responsible for configuration change control and configuration status accounting. Manage the change process so that only approved and validated changes are incorporated into product documents and related systems. Track and report all configuration management problems. Support software quality assurance process audits. Apply process improvement and reengineering methodologies and principles to conduct process modernization projects. Establish and manage process to mitigate program risk. The contractor shall assist the Government with the receipt and storage of new equipment, equipment for redistribution and global shipment and ensure equipment is entered into the AFOSI Inventory Management System. The contractor shall develop, prepare, edit, modify, catalog and manage technical documentation for programs and integrated systems as required. Design, develop and implement effective instructional systems. Develop curricula, and training materials. Conduct on-site training and evaluations. (6) Information Assurance/Protection Support: Information Assurance/Protection Support: Analyze information assurance-related issues and provide engineering, technical, and management solutions. Support the integration of information assurance solutions and technologies into computer/network systems and applications with emphasis on protocols, interfaces, and system design. Gather and organize technical information about an organization's mission goals and needs, existing security products, and ongoing advances in computer security. Analyzes and define security requirements for operational systems as well as systems under development. Design, develop, engineer and implement solutions that meet established security requirements. Perform vulnerability/risk analyses of computer network systems and applications during all phases of the system development life cycle. Document through Federal Information Security Management Act (FISMA) compliance, Defense Information Systems Agency (DISA) Security Technical Implementation Guide (STIG), and Department of Defense Information Assurance Certification and Accreditation Process (DIACAP) processes and control and develop written material to support the certification and accreditation of all networks associated with the AFOSI command infrastructure. Conduct vulnerability scans of NIPRNET, SIPRNET and JWICS networks and identify vulnerabilities and the mitigation process. (7) Enterprise Content Management: Instruct and assist AFOSI personnel to manage enterprise content. Identify AFOSI user and customer requirements for web-based information and capabilities. Ensure compliance with Federal, DoD, and USAF standards for information and records management services. Apply organizational standards for AFOSI managed content. Identify training requirements for users across the Command and provide general oversight of the work they produce. Regularly review content to determine currency and ensure compliance with established standards. Responsible for flagging content that may present potential legal problems (trademark/copyright infringement, libel, controversial issues), and refer such matters to appropriate authorities. Create, implement, and manage organizational style plans and content plans. Design and create web pages and templates. Access To Air Force Computer Systems. The contractor will require access to Air Force computer systems (stand alone or networked); therefore, compliance with Air Force Instruction AFI 33-119 and Air Force Instruction AFI 33-202 is mandatory. It should be noted that such access requires, at a minimum, a National Agency Check or Entrance National Agency Check in accordance with DoD 5200.2-R, Personnel Security Program. Personnel with access as defined by DoD 8570.01-M shall meet applicable information assurance certification standards as established by DoD 8570.01-M. Therefore, the Government is requesting that interested concerns with backgrounds in the above IT professional support services furnish the following information: (1) Company name, address, point of contact, voice and fax telephone numbers and e-mail address. (2) Type of business, i.e., small, small disadvantaged, woman-owned, Hub Zone, serviced-disabled veteran-owned small business, large business, etc. under North American Industry Classification System (NAICS) 541519 which contains a size standard $25 million. (3) Provide white paper outlining company's capabilities including graphics, not to exceed ten pages, single-spaced, Times New Roman, 12 font. Additional graphics will be accepted via website reference directing the Government to demonstrations through virtual environments.
