- The Richmond Veteran Affairs Medical Center (VAMC), Richmond, Virginia is seeking the services of an Architect-Engineer firm to develop all solicitation documents, drawings, and specifications, along with providing construction period services, for Project 652-310, "Mental Health Recovery Center Enhancement". This project will expand and improve the existing Behavioral Health Department located on the ground floor of Building 500. The proposed expansion and upgrades will include the construction of a building addition of approximately 20,000 square feet on the roof above for both outpatient and inpatient mental health services, as well as, the renovation of approximately 1,000 square feet of the existing space to provide an appropriate open check-in and waiting area for patients and family members. The project will also include an elevator bank for accessibility to the new building addition. Estimated cost range of completed project is $5,000,000 to $10,000,000. This construction will consolidate and expand key programs including: "Gender specific issues (Women Veterans) "OEF/OIF "Homeless Veterans "Psychosocial Rehabilitation and Recovery Center (PRRC) "Military Sexual Trauma "Post Traumatic Stress Disorder "Treatment for complex neuropsychiatric side effects of traumatic brain injury The proposed improvements will allow the expansion of our programs to meet mandates from the Uniform Mental Health Services in VA Medical Centers and Clinics Handbook (VHA Handbook 1160.01, June 11, 2008). Funds are not currently available for this project. The Veterans Affairs (VA) expects to receive funds in the near future. This proposal is being conducted under set-aside competition for SDVOSB firms in accordance with the Brooks Act. Firms submitting SF330s shall provide one (1) copy and one (1) disc to the attention of the Contracting Officer by 4:00PM (EST) March 31, 2011. Mail all documents and discs to : Mark S. McGuire VAMC 1201 Broad Rock Blvd Richmond, VA 23249 PH : (804)675-5841 The selected firm shall provide all necessary labor, material, equipment, and architectural and engineering services as required to prepare complete drawings, specifications, technical reports, and cost estimates through construction of the project. Design shall be in accordance with all applicable requirements of the Veterans Affairs (VA) construction standards, VA space design criteria, VA design criteria for mechanical/electrical/plumbing systems, VA infection control requirements, and all national NFPA, NEC, OSHA, and local, state, and federal regulations. Reviews at 35%, 65%, 95%, and 100% are required. All construction documents are to be provided electronically in the current versions of AutoCAD/Architectural Desktop/Auto CAD MEP and Microsoft Word. NAICS Code 541310 is applicable to this procurement. Faxed copies of the SF330 are not acceptable. The SF330 form may be downloaded at www.gsa.gov/forms. Government wide number note 24 is applicable. The A/E firm must address the following areas fully within their submission: (1) Team proposed for this project (2) Proposed Management Team (3) Previous experience of the proposed team to include similar design project experience, location and facilities of working offices (4) Proposed design approach for this project (5) Project control (6) Estimating Effectiveness (7) Sustainable design (8) miscellaneous experience and capabilities and (9) insurance and litigation. THIS IS NOT A REQUEST FOR PROPOSAL. To be considered qualified for selection, an AE firm must be within an approximate 2 hour response time to the VAMC Richmond, Richmond, Virginia. That is capable of arriving on station within 2 hours of receiving notification.
