- Contracting Office Address Department of Health and Human Services, National Institutes of Health, National Cancer Institute, Office of Acquisitions, 6120 Executive Boulevard, EPS Suite 600, Room 6074, Rockville, MD 20852, UNITED STATES. Description The National Cancer Institute (NCI), Center for Cancer Research (CCR), Animal Resource Program (ARP) plans to procure on a sole source basis a maintenance agreement for the government owned IVIS Lumina s/n IS0735N4329, IVIS Lumina s/n IS0631N3982, IVIS 100 s/n IS0707N4120 and IVIS Lumina IS0950N5099 systems from Caliper LifeSciences, 68 Elm Street, Hopkinton, Maine 01748-1602. This acquisition will be processed in accordance with simplified acquisition procedures as stated in FAR Part 13.106-1(b)(1). The North American Industry Classification System code is 811219 and the business size standard is $19.0 Million. Only one award will be made as a result of this solicitation. This will be awarded as a firm fixed price type contract. Period of Performance: Performance shall be for 12 months from date of award. These instruments are located at the National Institute of Health (NIH) National Cancer Institute's (NCI), Bethesda, MD 20892. Animal optical imaging systems are a programatic resource for CCR and CCR is responsible for the maintenance of the four IVIS optical imagers. In order to assure that these instruments are available and in good working conditions at all times a service protection plan is needed. This plan shall include: Unlimited on-site repairs which will include parts, labor and travel expenses; Unlimited access to telephone technical support; One pre-scheduled on-site preventative maintenance and diagnostic servicing and all updates of proprietary software and firmware during the coverage period. Caliper LifeSciences is the original manufacturer of the system. Due to the nature and complexity of the instrument, as well as the proprietary nature of the software, only the manufacturer (Caliper) can perform this service to provide original parts and updated software that are essential for the smooth routine operation of the system. An annual service contract provides routine maintenance as well as protects from the high costs of occasional repair visits if the system malfunctions. Because of the complexity of the instrument and the fact that experimental animals are involved in its use, the instruments must be readily available and in good working order at all times and Caliper LifeSciences is the only known source to the NCI capable of providing this service. This is not a solicitation for competitive quotations. However, if any interested party believes they can meet the above requirement, they may submit a statement of capabilities. All information furnished must be in writing and must contain sufficient detail to allow the NCI to determine if it can meet the above unique specifications described herein. An original and one copy of the capability statement must be received in the NCI Office of Acquisitions on or before 11:00 AM EST on March 21, 2011. No electronic capability statements will be accepted (i.e. email or fax), an original and one copy must be sent to the NCI Office of Acquisitions at the address stated above. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. In order to receive an award, contractors must have valid registration and certification in the Central Contractor Registration (CCR) www.ccr.gov and the Online Representations and Certifications Applications (ORCA), http://orca.bpn.gov.
