- The U.S. Army Contracting Command, Aberdeen Proving Ground (C4ISR), Sector W, on behalf of the U.S. Army RDECOM, CERDEC, Night Vision and Electronic Sensors Directorate (NVESD), Countermine Division intends to negotiate with DE Technologies (DET), 100 Queens Drive, King of Prussia, PA 19403 on a sole source basis for advanced development, integration and evaluation of a neutralization subsystem component prototype in a relevant environment. The estimated period of performance is fourteen (14) months. The resultant contract will be a Cost-Plus-Fixed-Fee contract. It has been determined that DET is the 'Only One Responsible Source and no other Supplies or Services will satisfy Agency Requirements.' The statutory authority for other than full and open competition is 10 U.S.C. 2304(c)(1); Only One Responsible Source and no Other Supplies or Services will Satisfy Agency Requirements. This notice of intent is not a request for proposals. However, all responsible sources may identify their interest and capability to respond to the requirement or submit proposals. All proposals received within 45 days will be considered by the Government. Responses shall be no longer than ten (10) pages and shall be in a Microsoft Word compatible format. All responses and requests for further information shall be submitted via email to the Contracting Officer, Michelle Hodges at Michelle.Hodges@us.army.mil. Telephone requests for additional information will not be honored. Acknowledgement of receipt will be issued. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
