Description
SOURCES SOUGHT SYNOPSIS For Modification to Culvert, Palm Beach County, FL This is a SOURCES SOUGHT SYNOPSIS. This announcement seeks information from industry, which will be used for preliminary planning purposes. No proposals are being requested or accepted with this synopsis. THIS IS NOT A SOLICITATION FOR PROPOSALS AND NO CONTRACT SHALL BE AWARDED FROM THIS SYNOPSIS. Respondents will not be notified of the results of the evaluation. This project scope of work is to include modification of approximately 41 culverts to be repaired and/or dewatered. The joint sealant material would be removed and replaced with grout. Stainless steel plates would be attached to the inside of the culvert segments to provide additional stability for the joints. Pressure grouting outside of the culverts may be performed if voids were created during the movement of embankment material into the culverts. Concrete outlet aprons and end walls would be constructed to prevent erosion and undercutting of the discharge end of the culverts. Proposed project will be a competitive, firm-fixed price, Multiple Award Task Order Contract (MATOC). The type of solicitation to be issued will depend upon the responses to this synopsis. No reimbursement will be made for any costs associated with providing information in response to this synopsis or any follow up information requests. The purpose of this synopsis is to gain knowledge of interest, capabilities and qualifications of the Small Business Community: Small Business, Section 8(a), Historically Underutilized Business Zones (HUB-Zone), and Service-Disabled Veteran-Owned Small Business (SDVOSB). The Government must ensure there is adequate competition among the potential pool of responsible contractors. 1. Unit of the procurement: Multiple culverts per Task Order. 2. Magnitude of MATOC: Estimated between $40,000,000 and $45,000,000. 3. NAICS Code: 237990. 4. SB Size Standard: $33.5 million. 5. Bonding Capabilities: $5,000,000 - $10,000,000. 6. Geographical scope information: The work is located in West Palm Beach, Florida. 7. Performance of work requirements for Small Business: Under FAR 52.219-14, Limitations on Subcontracting, the prime contractor must perform at least 15% of the cost of the contract, not including the cost of materials, with its own employees for general construction-type procurement. 8. Performance of work requirements for HUBZone firms: NOTE: Per CFR 126.700(a) (a) A prime contractor receiving an award as a qualified HUBZone SBC must meet the performance of work requirements set forth in 125.6(c) of this chapter. (b) In addition to the requirements set forth in 125.6(c), one or more qualified HUBZone SBCs must spend at least 50% of the cost of the contract incurred for personnel on its own employees or employees of other qualified HUBZone SBCs. (1) A qualified HUBZone SBC prime contractor receiving a HUBZone contract for general construction may meet this requirement itself by expending at least 50% of the cost of the contract incurred for personnel on its employees or it may subcontract at least 35% of the cost of the contract performance incurred for personnel to one or more qualified HUBZone SBCs. A qualified HUBZone SBC prime contractor may not, however, subcontract more than 50% of the cost of the contract incurred for personnel to non-qualified HUBZone SBCs. Prior Government contract work is not required for submitting a response under this sources sought synopsis. Award will be based on overall Best Value to the Government. The Tradeoff Process will be used. Anticipated solicitation issuance date is on or about 05 April 2011, and the estimated proposal due date will be on or about 05 May 2011. The official Synopsis citing the solicitation number will be issued on Federal Business Opportunities www.fbo.gov and inviting firms to register electronically to receive a copy of the solicitation when it is issued. Firm's response to this Synopsis shall be limited to 5 pages and shall include the following information: 1. Firm's name, address, point of contact, phone number, and e-mail address. 2. Firm's interest in bidding on the solicitation when it is issued. 3. Firm's capability to perform a contract of this magnitude and complexity. 4. Firm's small business category and Business Size (Small Business, HUB Zone, Service Disabled Veteran Owned Small Business, 8(a) 5. Firm's Joint Venture information if applicable 6. Firm's Bonding Capability (construction bonding level per contract and aggregate construction bonding level, both expressed in dollars) via letter from bonding company on letterhead. Interested Firm's shall respond to this Sources Sought Synopsis no later than 4:00 PM EST, 07 April 2011. All interested firms must be registered in CCR to be eligible for award of Government contracts.
