CWT Payroll/Bookkeeping Responses to Questions from Vendors March 7, 2011 ANY ADDITIONAL QUESTIONS MUST BE SUBMITTED BY 8:00 A.M. ET ON WEDNESDAY, MARCH 9, 2011. NO RESPONSES WILL BE PROVIDED FOR QUESTIONS RECEIVED AFTER THAT TIME. Q: Can services be performed remotely? A: All companies will be asked to demonstrate their capability to meet the time constraints if services are performed remotely utilizing overnight mail, etc. Proposals must meet the terms and conditions of the solicitation. Q: Is this a new solicitation? A: No, prior contract #V631P-4215. Refer to FPDS website for information: https://www.fpds.gov/fpdsng_cms/ Q: If not, who was the former vendor? A: Judith D Lovitz Q: What was the time period of the old contract? A: Refer to FPDS website for information: https://www.fpds.gov/fpdsng_cms/ Q: What was the award amount of the old contract incumbent? A: Refer to FPDS website for information: https://www.fpds.gov/fpdsng_cms/ Q: Is this effort currently being outsourced to another contractor and if so is the incumbent invited to bid? A: See responses above. Solicitation is posted to FedBizOps as small businesses set-aside Q: Is there a requirement that the contractor physically produces the payroll data? In other words, would the government allow the actual recordkeeping of payroll be performed by another third party such as ADP, Paychex, or Quickbooks, that the contractor has partnered with? A: Any third party provider is not precluded in the solicitation but must meet the requirements of the solicitation including appropriate background investigations, etc. Q: Would part of the work requirements include direct communication between the contractor and the 90-110 estimated participants in the programs for payroll, withholding, tax, etc., type questions? Or is there a liaison at the VA to funnel such questions, issues and changes to the contractor? A: All issues and questions will be directed to Thomas Haskell, Vocational Rehab Specialist Q: When will this be placed as an SDVOSB Set-Aside? The SF 1449 lists as Total Business Set-Aside. Only companies certified under VetBiz should be considered. A: After Market Research our Determination and Findings reflects it is in the best interests of the government to have 100% set-aside for small business. However, SDVOB/VOB will have preference as per the clauses in the solicitation. Q: How many checks are written daily, weekly, monthly? A: Payroll is done every other week for 90-110 vets (as per the statement of work). Q: Is the work currently completed in house or contracted? Is there an award#? A: See responses above Q: Will the work have to be performed in MA, or can the contractor be anywhere performing these functions remotely? A: See response above Q: Also, why is this not an SDVOSB Set-Aside? A: After Market Research our Determination and Findings reflects it is in the best interests of the government to have 100% set-aside for small business.
