Description
Special Notice The Department of Veterans Affairs, VA Medical Center, Portland, Oregon intends to award a single source commercial purchase order to Organix, Inc., 240 Salem St., Woburn MA 01801. This proposed action is for the synthesis and delivery of new drugs. At least 50 drugs will be synthesized and their molecular structures verified at the Portland VA Medical Center. Drugs will be tested for their ability to block a number of human receptors and transporters that are expressed by cells in culture. Those that block the vesicular monoamine transporter 2 (VMAT2) but not other receptors, or transporters will be tested for their ability to block methamphetamine consumption in mice that have been bred to drink large amounts of the drug. It is anticipated that 12 of the 60 drugs will be tested in the animal studies. The VA intends to procure this requirement on a sole source basis in accordance with the statutory authority of 41 U.S.C. 253(c)(1) as implemented by FAR 13.106(1)(b)(2) and FAR 13.501. This is not a request for competitive quotes and no solicitation will be issued; however, any firm that believes it can meet these requirements may give written notification to the Contracting Officer with 5 days from the date of the publication of this synopsis. Supporting evidence must be furnished in sufficient detail to demonstrate the ability to comply with the above requirements. Responses are due by March 10, 2011 4:00 pm EST. A determination by the Government not to compete this proposed contract based on responses to this notice is solely with the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. In accordance with FAR Parts 12 & 13. This notice document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-48, Jan 31, 2011.
