Description
This is a Request for Quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2001-27. This is an Unrestricted Competition. The North American Industry Classification System (NAICS) code is 485991, $7.0. This requirement will be for an Indefinite Delivery Indefinite Quantity contract (IDIQ). The Period of Performance for this contract will be a base year with four options years. DESCRIPTION: The United States Army Medical Research Acquisition Activity (USAMRAA) has a requirement for the following: The requirement is for the services of a Contractor to provide NHP transportation services that meet all federal, DoD, and Army laws, regulations, and policies, as well as all other provisions of this PWS. This award is for the services on an as-needed basis. Performance under this contract shall be evaluated using performance management techniques, to include observation and evaluation of stated desired outcomes, and feedback from "customers" of the Veterinary Medicine Division (the USAMRIID scientific staff and other entities within the VMD). The Association for Assessment and Accreditation of Laboratory Animal Care International (AAALACi) currently accredits the USAMRIID animal care and use program. Maintaining this accreditation without significant deficiency or comments (mandatory findings) during site visits, with regards to conduct of our NHP transportation procedures, as well as maintaining standards without any major/significant findings during the semiannual Facility Inspection and Program Review (FIPR) performed by the Institutional Animal Care and Use Committee (IACUC), is paramount to performance success. Maintaining compliance with the Animal Welfare Regulations, DoD regulations, and USAMRIID Standard Operating Procedures, is also required. All responsible sources may submit a quote, which shall be considered by the agency. The competitive solicitation, solicitation amendments and all questions and answers relating to this procurement shall be made available via the Internet at https://acquisition.army.mil/asfi/ or https://www.fedbizopps.gov. The solicitation is anticipated for release to the vendor community on or about, March 9, 2011 and will only be available until March 24, 2011. Specifications of the requirement are provided in solicitation: W81XWH-11-T-0231 Potential offerors are responsible for accessing the website. Interested parties must respond to the solicitation in order to be considered for award of any resultant contract. To be eligible for an award, offerors MUST be registered with the Central Contractor Registry at https://ccr.gov/ and may have completed its representations and certification found at https://orca.bpn.gov/. All questions should be addressed in writing to Colleen Barnes, Contract Specialist at colleen.barnes@us.army.mil. Questions shall be submitted not later than 1200 hours (Eastern Day Light Savings Time) on 16 March 2011. Only one set of questions shall be received from each offeror. Numerous emails from one offeror shall not be accepted. Telephone requests will not be honored and bidder lists will not be maintained.
