- This is a Notice of Contract Action (NOCA) and is NOT a request for competitive proposals. The Defense Threat Reduction Agency (DTRA), RD-NTSR Program Office is investigating the review and survey of the extensive literature (both classified and unclassified) regarding the SGEMPT Test and Research Satellite (STARSAT) survivability program conducted by DTRA in the 1990s. DTRA will utilize existing literature from nuclear weapon effects (NWE) experimentation and Modeling and Simulation (M&S) capabilities conducted during the STARSAT survivability program to predict the responses of modern electronics to nuclear weapons environments. The proposed requirements of this effort are to investigate and survey the extensive literature. The period of performance for this effort is one (1) year. DTRA intends to award a sole source contract to Implementation Technology, Inc. (ITI), 261 N. Goldenspur Way, Orange, CA for this effort. DTRA believes that ITI is capable of performing the required data mining effort based on their unique and highly specialized expertise with the DTRA STARSAT program. The contemplated effort requires extensive knowledge and familiarity with the DTRA STARSAT program to adequately complete the data mining effort, which is only available from ITI. ITI has intimate knowledge and experience in the survivability technology that was implemented in the STARSAT testbed along with the subsequent extensive above ground test and UGT experimental verification program. ITI has unique knowledge and experience of the overall STARSAT program and the associated, survivability technology relationship to past and on-going space system programs. This is not a request for proposals. This announcement in no way commits the Government to make a contract award, nor does it authorize the contractor to incur pre-contract costs. A determination not to compete this proposed contract is based on market research and is solely within the discretion of the Government.
