Description
Marine Corps Systems Command (MCSC), Combat Support Equipment (CSE), Family of Field Medical Equipment (FFME), is seeking information regarding industry capabilities and best practices for Enterprise-wide, Tiered Distribution Support for Marine Corps Class VIII materiel (medical and dental supplies and equipment) in garrison. Initial planning contemplates combining the USMC s expertise and knowledge of its medical needs/use with those of excellent supply chain operators for achieving optimum/best value results. Planning envisions using a performance-based set of requirements to describe goals, objectives, and constraints thus allowing experienced supply chain operators to determine how best to achieve those goals. Class VIII materiel consists of Authorized Medical and Dental Allowance list (AMAL/ADAL) materiel, assembled into capability sets (assemblages). See Attachment 1 ( AMAL Descriptions and NSNs ). Equipment assemblages contain medical equipment, pharmaceuticals, and reusable materiel required to establish the basic function of the assemblage (e.g., an operating room, etc.). Supply assemblages contain consumable materiel to support the function in treating a designated number of casualties or to perform a specific task. Currently, Class VIII materiel is managed at multiple facilities that are locally controlled by Marine Corps Medical Logistics Companies (MEDLOGs). The current operating model is complex with numerous participants all with discrete span of control and influence. There are multiple parties responsible for execution of similar processes (e.g., Navy, Marines, 3PL provider, Theater Lead Agent Medical Materiel (TLAMM), etc.). There are significant opportunities to reduce costs, improve service levels, and limit inventory obsolescence. Attachment 2 ( Current State & Contemplated Future 3PL Functions ) sets forth current and notional future state operational models. The future state operating model contemplates a Third Party Logistics Provider (3PL) who would conduct complete lifecycle management of the CLASS VIII garrison logistics chain. Overall objectives include promoting enhanced and sustained ready-to-issue posture of Class VIII materiel; reducing the garrison logistics burden on the operating forces; maintaining shelf-life standards and reduction of losses from expiry; providing enterprise-wide visibility and accountability; and reducing overall procurement, replenishment, and replacement costs. Major functions contemplated are demand management, supplier management, warehouse/inventory management/equipment preventative maintenance, invoicing, order management, transportation management, returns, and reporting. MCSC anticipates that this effort is a multiple year project. Further, MCSC may begin with a Concept Pilot to test the feasibility of the contemplated operating model. Upon the conclusion of the Pilot, the opportunity exists for an enterprise-wide implementation encompassing the whole of the Marine Corps Class VIII inventory. Request interested parties submit capabilities and experience descriptions, best practice information, and any information regarding commercial contractual arrangements. Capabilities may include any other relevant information. Request interested parties provide the business information in Attachment 3 ( Company Information ). An Industry Day for interested parties is tentatively planned for May 2011 at Camp Lejeune, NC. The number of participants and attendees is limited and firms should indicate their interest in attending with their response to this RFI. Interested firms will be notified of the date, time and other details of the Industry Day under separate cover, and will be required to provide a list of attendees. Responses to this RFI are requested no later than 12 April 2011 to Marine Corps Systems Command, ATTN: Mark Sanderson, CESS, CT023, 2200 Lester Street, Quantico, VA 22134. This RFI is for informational purposes only. This is not a request for proposal (RFP), invitation for bid (IFB), request for quotation (RFQ), or an announcement of a solicitation. No solicitation document exists. The submission of this information is for market research and planning purposes only and is not to be construed as a commitment by the government to procure these services, nor does the Marine Corps intend to award on the basis of this RFI or otherwise pay for the information requested. No entitlement to payment of direct or indirect costs or charges by the Government will arise as a result of submission of responses to this RFI and Government use of such information.
