Description
This announcement constitutes a Sources Sought/Request for Information (RFI). This is not a Request for Proposal (RFP) or an Invitation for Bid (IFB), nor is it o be construed as a commitment by the Government. The following information is provided to identify potential contractors who have the skills, experiences, and knowledge required to successfully provide the described capability. 508th Aircraft Sustainment Group, Hill AFB UT intends to award a one (1) year contract with four (4) one year options to support the USAF with continued engineering and related analysis of the Mechanical Equipment and Subsystem Integrity Program (MECSIP). The F-16 System Program Office (SPO) has maintained a weapon system performance monitoring and fleet health program for many years. The F-16 MECSIP establishes an integration of the existing programs from a system engineering perspective. The F-16 MECSIP assists in the identification of integrity issues and implementation of solutions through the utilization of engineering tools applied to system development, enhancement, usage, and maintenance recommendations. Since the beginning of the F-16 program personnel have been engaged in mechanical system improvement efforts using the Reliability and Maintainability Information System (REMIS) as a source of weapon system performance data. This data has been tabulated in various ways to generate performance trend parameters of Work Unit Code (WUC) items. An example of the tracked parameters, or metrics, includes Mean Time Between Failure (MTBF), Maintenance Man Hours (MMH), and Mission Capable (MC) time. REMIS data has been utilized by system, structural, commodity, and depot engineers to quantify performance characteristics used in system troubleshooting, developing maintenance procedures, and the implementation of design enhancements. The F-16 SPO has established various working groups to assist in ensuring Operational Safety Suitability and Effectiveness (OSS&E). These groups include the Maintenance Reliability Council (MRC), Aircraft Availability Improvement Program (AAIP), Health of the Fleet (HOF), and Material Safety Task Group (MSTG). The combined utility of each working group establishes key elements of a comprehensive integrity program for the organization. REMIS data, supply chain data, Deficiency Reports (DRs), and safety mishaps are examples of information monitored by the groups. This Engineering Analysis effort will utilize existing working groups and maintenance data sources to assess the weapon systems performance. Contractors interested in responding to this Sources Sought/RFI should understand that some of the required task that will be included in support of MECSIP program will be; to capture weapon system performance data, analyze weapon system performance data, participate in both the Reliability Analysis Team (RAT) and Centered Maintenance Analysis (RCMA) meetings, shall perform MECSIP analysis Management and Engineering task, and shall procure MECSIP materials. Potential offers are requested to provide an executive summary; relevant history and evidence of past performance/capability to perform the tasking. Response should not exceed 15 pages. Information submitted should be pertinent and specific to that which is indicative of the offeror's capabilities to successfully perform this effort. A vendor point of contact, including an email address must be included in your response. The government does NOT intend to contract on the basis of this request or otherwise pay for intimation solicited for review. Interested parties are requested to submit three (3) copies of the aforementioned summary to David Bryan, 508 OO-ALC/GHBK, 6072 Fir Ave, Bldg 1233, Hill AFB UT, 84056-5820 no later than 14 calendar days after publication of this notice.
