Description
This is a Sources Sought Notice for A/E Services at the VA Gulf Coast Veterans Health Care System, Joint Ambulatory Care Center (JACC), 790 Veterans Way, Pensacola, FL 32507. The VA Gulf Coast Veterans Health Care System, JACC, is seeking the services of an Architect-Engineer firm who are specialized in Healthcare design to furnish all labor, tools, materials, equipment, services, and data necessary for the accomplishment of a full Engineering study and evaluation. From the results of the study, develop a design and submit a full set of bid documents (Scope of Work, Drawings, Specifications, and Cost Estimate). "The area to be studied is the VA JACC Second Floor Northeast Quadrant Ambulatory Surgery Suite Area. This ambulatory surgery unit was designed in the 2005-2006 timeframe in accordance with (IAW) VA Design Standards for minor surgery (by definition) procedures only. "The VA desires to convert this unit to a full-up Surgery suite and this study, evaluation, and design shall address all architectural, engineering, fire and life safety concerns for this conversion. "Although all architectural, engineering, fire and life safety concerns shall be addressed with the study, the most important engineering disciplines of concern are Mechanical-HVAC and Electrical power. oThe Mechanical-HVAC study, evaluation, and design shall be performed IAW and for compliance with the latest VA HVAC Design Criteria for surgery units. The Mechanical-HVAC study, evaluation, and design shall address all applicable systems-supply, exhaust, controls and instrumentation, chilled water, and the new requirements for surgery direct digital controls (DDC). oThe Electrical power study, evaluation, and design shall be performed IAW and for compliance with the latest VA Electrical Design Manual. Specifically, the VA desires to have all surgery unit power, lighting, controls, mechanical HVAC systems, fire and life safety systems on full emergency backup power, with the applicable automatic transfer functions. This study, evaluation, and design shall perform the appropriate electrical power analyses to determine if the existing 600kw facility generator system can accept this load. If the study reveals that the existing generator system cannot accept this load, then the alternative recommendations shall be submitted. This sources sought is to determine availability of experienced A/E firms that have Service Disabled Veteran Owned Small Business (SDVOSB) status that operates within a 150 mile radius of the JACC. Please be specific with examples. 1)Firm Name, Address, DUNS Number, years of A/E related experience, and distance from the JACC. 2)Has your firm directly worked in design projects related to Health Care? If so, be specific as to type, nature, location, services provided, amount of design/construction cost of the project, and provide a POC reference (name and phone number) for that project. 3)Is your firm currently able to directly provide all necessary architectural and engineering services to prepare complete drawings, specifications, technical reports, and cost estimates for the project. 4)Is your firm capable of providing all documents and designs electronically in the current versions of AutoCad/Architectural Desktop/Auto CAD MEP and Microsoft Word? 5)Is your firm listed in CCR, VETS100, VETBIZ, and ORCA as a SDVOSB with an applicable NAICS code of 541310? SDVOSB A/E firms that have experience in the Healthcare design are encouraged to respond to this sources sought notice by 10:00 A.M. (CST) on March 23, 2011.
