- Sources Sought for SGIP Administrator The purpose of this sources sought notice is to conduct market research efforts to assist in determining whether to set this acquisition aside for small business, 8(a), HUBZone small business, or service-disabled veteran-owned small business concerns. Any interested small business, 8(a), HUBZone small business, service-disabled veteran-owned small business or large business concern may submit a capabilities statement demonstrating its ability to perform the requirement. The capabilities statement should conform with the instructions provided below. The National Institute of Standards and Technology intends to issue a solicitation for this requirement in Spring 2011 and to award a contract in Summer 2011. This is not a solicitation, and proposals are not being requested at this time. The Requirement Under Title XIII, Section 1305 of the Energy Independence and Security Act (EISA) of 2007, the U. S. Department of Commerce, National Institute of Standards and Technology (NIST) has "primary responsibility to coordinate development of a framework that includes protocols and model standards for information management to achieve interoperability of smart grid devices and systems..." As part of its effort, NIST has established the Smart Grid Interoperability Panel (SGIP) to help accelerate and harmonize Smart Grid standards. The anticipated acquisition is for services to administer the SGIP. The NAICS code for the proposed acquisition is 813920, and the Small Business size standard is $7.0 million. The contractor shall provide services necessary to administer the SGIP such as: 1. Participation in Smart Grid standards-related activities, including participation as technical experts, facilitators, and conveners, identifying use cases and requirements, and guiding standards development through relevant standards setting organizations. 2. Facilitation of panels/workgroups that consist of representatives from relevant stakeholders, including membership recruitment and retention, meeting logistics and facilitation, support of committees and working groups, and management of critical stakeholder relationships. 3. Revising and implementing standards roadmaps, including gathering and analyzing relevant data from a broad spectrum of sources and stakeholders, and identifying gaps in standards 4. Developing, implementing and assessing testing and certification plans. DUNs number. b. Physical and mailing address. c. Point of Contact name and contact information. d. The list of North American Industry Classification System (NAICS) codes performed by the concerns, the NAICS code description and Small Business Size Standard for each code. 2) A detailed description (not to exceed ten pages) of the concern's experience performing similar projects including: (a) the contract title and number; (b) the customer; (c) a detailed description of the work performed; (d) the period of performance; (e) value of the contract at award; (f) a statement regarding whether the concern was the prime contractor or a subcontractor and, if the subcontractor, the percentage of the contract performed; and (g) contract type, i.e., fixed-price, cost-reimbursement, time-and-materials, or labor hour, (h) any other detailed information that would show a concerns capability, whether related to a contract or not.
