- This is a Sources Sought synopsis announcement. This market survey is for information only to be used for preliminary planning purposes. No proposals are being requested or accepted with this synopsis. This is not a solicitation for proposals and no contract shall be awarded from this synopsis. The purpose of this anticipated contract is to conduct Engineering Support Services for Paveway II and Paveway III Laser Guided Bomb (LGB) systems manufactured by Raytheon Missile Systems. These support services include, but are not limited to: engineering evaluations/investigations (per Systems Evaluation Program - SEP requirements), US Government initiated improvements/investigations (Telemetry Kit, weapon accuracy issues), Technical Order source data, Contractor support for issues identified in the field or through Testing (Weapon System Evaluation Program - WSEP support), Discrepancy Report (DR) investigation/evaluation, flight test support (including release envelope analysis, OFP update support and software support for weapons), Aging and Surveillance investigations/evaluations and Item Unique Identifier (IUID) requirements. There will be no repair requirements on this anticipated contract. There are also no reverse engineering funds available at this time. The anticipated contract will be a 5-year IDIQ contract with a total not-to-exceed (NTE) of $5M. This anticipated contract will only support US Air Force (USAF), US Navy (USN) and other US Government projects. There will be no Foreign Military Sales (FMS) or Northern Atlantic Treaty Organization (NATO) projects performed on this anticipated contract. Paveway Laser Guided Bombs are purchased to a Performance Specification and as a result, the Contractor owns the drawing/technical data package. Contractor's support in investigating problems identified in the field and in testing is critical to maintaining an efficient and accurate weapon system. Offeror's response to this Synopsis shall be limited to five pages and shall include the following information: Offeror's name, address, point of contact, phone number, e-mail address, and CAGE code if applicable. Offeror's interest in bidding on the solicitation when it is issued. Small Business Size and status if applicable. A capability statement that pertains to the anticipated contract. Any other information that the Offeror feels is pertinent to the anticipated contract. Interested Offerors shall respond to this Sources Sought Synopsis no later than 11:59 PM (EST) 22 March 2011.
