Description
This is a Request for Information (RFI) issued by the Naval Research Laboratory (NRL) for information and planning purposes only. No awards will be made from the responses to this announcement. However, responses may be used to determine the appropriate acquisition strategy for a future acquisition. The Naval Research Laboratory (NRL), Tactical Electronic Warfare Division, Surface Electronic Warfare Systems Branch (Code 5740) requests information and rough order of magnitude (ROM) estimates of cost for providing RF High Power Amplifiers (HPA) that could be used in shipboard electronic warfare (EW) applications. An RF HPA is defined as both an amplifier and a power supply that are integrated into one package. NRL requests information on RF HPAs that are commercially available or with minimum modification could begin delivery in 9 to 12 months. The cost ROM should be based on a potential future purchase of a minimum of 25 HPAs and a maximum of 160 HPAs. The purpose of this RFI is to gauge industry interest, capabilities, and relevant heritage experience and know-how for providing RF HPAs that are suitable for shipboard evaluation in an EW prototype system. As such, NRL will be using responses and ROM cost estimates for determination of EW system design capabilities and affordability. The RF HPA Nominal Characteristics provided in Table #1 (also available as a separate table in Attachment 1 on our web site http://heron.nrl.navy.mil/contracts/listsource.htm ) represent RF HPA characteristics that are considered desirable to a shipboard EW system. Any RF HPA must meet or exceed the minimum acceptable value. Product specifications are requested as well as data supporting maximum power vs. frequency, gain vs. frequency, and dynamic range over the frequency range. If NRL decides to purchase these type of RF HPAs, NRL would award a firm-fixed price contract and would need two (2) RF HPAs to be delivered within 9-12 months from the date of order and would expect the first 25 RF HPAs to be delivered within 6 months after the initial delivery and that the company would be capable of delivering another one hundred thirty-five (135) RF HPAs within 18 months of the initial delivery. NRL requests information to understand what production and delivery schedules would be supportable starting in a 9 to 12-month time frame. Examples of what key evaluation criteria might be included in a potential future purchase are: 1) RF Power Output, 2) Frequency Coverage, 3) Dynamic Range, 4) Size, 5) Weight, 6) Cost, and 7) Delivery Schedule. If a solicitation is issued, NRL envisions a base purchase of 25 RF HPAs and the following purchase options for up to an additional 135 RF HPAs: six (6) options of twenty (20) HPAs, one (1) option for five (5) HPAs, and one (1) option for ten (10) HPAs. Interested parties should submit the information requested herein, as well as, a ROM/cost estimate. This RFI is for planning purposes only and shall not be construed as a Request for Proposal (RFP) or as an obligation on the part of NRL to acquire any product or services. The NRL does not intend to award a contract based on this RFI or otherwise pay for the information requested. Submission of a response to this RFI is voluntary. The voluntary submission of a response to this RFI shall not obligate the NRL to pay or entitle the submitter to any compensation. All information and data received in response to this RFI marked or designated as corporate or proprietary information will be protected as such. Responses may be transmitted by e-mail to sue.kelly@nrl.navy.mil in either Microsoft Word or pdf format. All responses shall be received on or before the response date noted above, 12:00 Noon, Eastern time. If paper copies are sent, they must be received at the NRL address above, Attn: Susan Kelly, Code 3220.sk. The package should be marked with the RFI Number, due date and time. The U.S. Postal Service continues to irradiate letters, flats, Express and Priority Mail with stamps for postage and other packages with stamps for postage destined to government agencies in the ZIP Code ranges 202 through 205.
