Page 2 Page 1 THIS SOLICITATION HAS BEEN MODIFIED TO INCLUDE DRAWINGS REFERENCED IN THE SOLICITATION (DWG 1230-001-259-C) AND TO INCLUDE THE PLACE OF PERFORMANCE TO BE IN NORFOLK, VA OR SURROUNDING AREA. THIS MODIFICATION REPRESENTS CHANGE B THIS SOLICITATION HAS BEEN MODIFIED TO INCLUDE DRAWINGS REFERENCED IN THE SOLICITATION. THIS REPRESENTS CHANGE A This is a combined synopsis/solicitation for commercial items prepared in accordance with the format prescribed in Subpart 12.6 of the Federal Acquisition Regulation (FAR), as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation number is N40442-11-T-7367, and it is being issued as a request for quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-48, effective 30 DEC 2010. NAICS code 332996 applies. This is a small business set-aside. Military Sealift Fleet Support Command (MSFSC), Norfolk, VA intends to award a firm fixed price purchase order for USNS Apache for the following services: The requested period of performance for the below service is 18 April 2011-1 May 2011. 1.0 ABSTRACT 1.1 This work item provides for the renewal of the Main Engine exhaust piping port side through the upper pump room. 1.2 Any entity wishing to bid must perform an onsite ship-check to verify existing conditions and ability to accomplish the tasks as stated below. Ship-checks will only be completed between 10 March 2011 and 12 March 2011. Contact Gerald Teeney at 757-282-8061 to arrange for a ship-check. 2.0 REFERENCES/ ENCLOSURES 2.1 REFERENCES 2.1.1 Arrangement Drawings 1230-001-259-C 2.2 Diesel Engine Exhaust Piping ARR&Dets, #4842559 2.3 ENCLOSURES: None 3.0 DESCRIPTION/LOCATION/QUANTITY 3.1 Approximately ten (10) linear feet of pipe 26"OD X.250" STL,UN-GALV, ASTM A-53 GR A exhaust piping running along the horizontal section from the port main engine BHD 49 to the vertical uptake on the Port stack.. Include the 26 inch 90 degree Large Radius Elbow at the end of the vertical run. Use drawings for specifics on material. 4.0 GOVERNMENT FURNISHED EQUIPMENT/MATERIAL/SERVICES 4.1 From DWG# 1230-001-259-C Exhaust: P-3 10 feet of 26" pipe F-1 90 degree elbow 26" 5.0 NOTES 5.1 Ship check to verify exact dimensions, quantities and lagging thickness. 5.2 Temporarily remove interference's in AC flat that are in way of the exhaust pipe repair and after repair is complete restore interferences to original condition. 5.3 No known hazardous material exist in this work item. 5.4 Contact ABS and schedule check points for regulatory inspections. 5.5 Contract the services of a Marine Chemist to certify safe for hot work and provide daily checks of safe for hot work by a competent person. 5.6 A ship check is recommended for all of this work. 5.7 The pipe and elbow might have to be installed in half sections due to the size limitations of the egresses to the upper pump (A/C) room. 6.0 NOT USED 7.0 STATEMENT OF WORK 7.1 Temporarily remove all interferences to complete this work item 7.2 Remove and scrap the existing lagging from the Pump Room WT BHD Frame 49 to the overhead of the main deck at Frame 42 on the port MDE 26 inch exhaust pipe. 7.3 Take NDT readings to determine condition of pipe. 7.4 Provide CHENG with sketch of readings and determine the section of pipe to be replaced. 7.5 Crop out existing piping up to and including the elbow running up the stack. Ensure all fit-up and welding are in accordance with ABS requirements, including any testing ABS requires. 7.6 Conduct dye penetrate test to be witnessed by ABS rep. and MSFSC rep. 7.6 Provide new gaskets, bolts/hardware, and hangers, if required. 7.7 Test the system, running the engines to 900 RPM (before re-lagging) to test for leaks. The Contractor is responsible to repair all leaks. 7.8 Provide and install new lagging, template from existing. All material to meet or exceed the USCG requirements for exhaust insulation in engine spaces. In addition, install removable blankets over the Port expansion joints. 7.9 Clean, prime and paint all new and disturbed areas to match existing. Provide new label plates and exhaust markings where required. Similar to old system. 8.0 GENERAL REQUIREMENTS: None Additional. 9.0 Additional Information 9.1 All quotes should include the following information. Demonstrate in detail, an understanding of the overall scope of work and the plan to accomplish that work by providing a brief write up of the scope of work and sequence of critical milestones such as: Interference removals. Rip outs. Exhaust piping fit-up. Completion of all welding with ABS approvals. Testing Coating system application and lagging. Reinstallation of interferences. Touch ups and clean up. Identify any foreseen potential problem areas in accomplishing the work Submit man-hour estimates by trade with totals. Identify all proposed subcontractors.
