- Request for Information (RFI) Sources Sought, Requirement, Comments & Industry Day Announcement RFI Overview: The Army Contracting Command -Redstone (ACC-Redstone) is seeking information concerning the interest and availability of capable contractors to provide contract support to the Aviation and Missile Command's (AMCOM) Aviation Maintenance Enterprise. The Aviation Maintenance Enterprise efforts covered by this RFI will include the following: a.AMCOM Logistics Support Facility Management Activity (LSFMA) contract: The LSFMA is a Government office that provides contractual support to Army Aviation programs and activities for non-recurring and recurring modification efforts on Aviation platforms and support equipment. The AMCOM LSFMA support contract requires the successful offerors to provide the engineering, logistics, maintenance support, training, and associated support for these modification efforts. Please see the DRAFT Performance Work Statement for a list of covered work. b.AMCOM Aviation Field Maintenance (AFM) contract: This contract will provide field and sustainment maintenance for Army aviation platforms in support of the mission area managed or supported by AMCOM and the Program Executive Office (PEO) - Aviation. The contract will require the contractor to accomplish the following: maintenance and delivery of Army Aviation aircraft, to include RESET IAW established Technical Bulletins and Directives, the installation of Modification Work Orders (MWOs), support to installation Directorate of Logistics (DOL) aviation activities and support to Combat Aviation Brigades (CAB). Please see the DRAFT Performance Work Statement for a list of covered work. Contract Background and Anticipated Period of Performance: It is anticipated that the LSFMA and AFM contracts will be indefinite delivery indefinite quantity (IDIQ) contracts. It is also anticipated that these requirements will be multiple award contracts. The IDIQ contract will bind the successful contractors to labor rates and other factors for pricing individual orders and any modifications to orders. Individual orders under the multiple award concept will be competed as required. It is anticipated the contracts will include a five year ordering period. Orders may be issued as either Firm Fixed Price or Cost Plus Fixed Fee type instruments with possible performance incentives. The LSFMA contract may require the contractor to have a facility within 60 miles of Redstone Arsenal. The anticipated AFM contract will consist of major geographic regions throughout the United States including approximately 18-20 maintenance sites, with the number of AFM sites changing as operational requirements evolve. It will also include support to OCONUS locations. Important note, it is anticipated that the vast majority of orders under these contracts will be issued as end item supply type contracts and the use of orders for services will be limited. These contracts will include DFARS 252.228-7001 Ground and Flight Risk clause. Awarded contracts will support all PEO Aviation platforms as required. For information purposes, the current LSFMA contract was competed as a small business set aside. The applicable NAICS code for both the LSFMA and AFM effort is 336411 - Aircraft Manufacturing. The size standard is 1500 employees. Capable Contractor Interest: The ACC - Redstone would like to identify businesses that have experience in all or a part of the requirements described above. If you believe your company is a viable source and would like to receive an announcement when the requirements are synopsized in the FedBizOpps, contact the Contracting Officer's point of contact (POC) via e-mail or in writing with your mailing or e-mail address. Note on your request if you are a large or small business as it relates to the listed NAICS code, which effort(s) you are interested in, and if you are interested in the capacity of a prime or looking for subcontract opportunities. Performance Work Statements (PWS): Interested contractors are requested to review the accompanying DRAFT PWS for the LSFMA and AFM efforts and respond to the contracting officer POC with any comments, innovative ideas, performance or quality incentives and measurements, best industry practices, or acquisition streamlining that might enhance the PWS or the Aviation Maintenance Enterprise program. Please note that these are overarching DRAFT PWSs that describe the mission areas and a description of the type of work that may be issued as orders under the IDIQ contract. Note: The DRAFT PWSs include job descriptions from the previous contracts associated with these efforts. These job descriptions are not final but are meant to provide potential offerors a representative sample of the personnel and skills required to perform the required effort. It is expected that these job descriptions and the associated qualifications will be updated prior to release of any RFP. Also included in the information are attachments associated with the facility and equipment requirements of the contract. The LSFMA attachment includes the equipment that a successful offeror will require to perform the orders issued under the resulting contract. The LSFMA equipment is expected to be provided by the contractor as capital equipment. The AFM contract will be performed at Government sites. The AFM attachment is a list of equipment that the Government expects to provide at the work sites. The individual orders will contain the specific equipment to be provided as Government Furnished Equipment/Government Furnished Property. The contractor will be expected to maintain and calibrate the equipment while it is in their possession and to provide any other equipment necessary to perform the work. Performance and Quality Incentive Comments: Ideas to incentivize exceptional quality and/or performance, as well as how to measure their success, are requested. Industry Day: An industry day related to these acquisitions is to take place in Huntsville, Al. at the Westin Huntsville, located at 6800 Governors West, NW, Huntsville, Al (6782 Old Madison Pike) the Bridge Street Town Centre, on March 31, 2011. Attendance is limited to five individuals from any one company. Separate briefings will be held for each of the proposed actions described above. Each briefing will last approximately 60 minutes. Please identify which briefing(s) your firm desires to attend and provide an email point of contact to the contracting officer POC. The AFM brief will take place at 9:00 A.M., CST. The LSFMA brief will take place at 1:00 P.M., CST. This RFI pertains to sources sought, comments on DRAFT PWSs, performance incentive arrangements and an announcement for an Industry Day relating to these acquisitions. This RFI shall not be construed as a formal solicitation or an obligation on the part of the Government to acquire any products or services. Any information provided to the Government is strictly voluntary and at no cost to the Government. Any formal solicitation(s) will be announced separately. It is anticipated that a draft solicitation for industry's comments may be released in the third quarter of Calendar Year (CY) 2011 with a final solicitation (Request for Proposal) issued in the fourth quarter of CY 2011 for the two actions; however, these dates are estimates and subject to change without notice. The Government is anticipating awarding multiple IDIQ contracts for the LSFMA and AFM efforts. Source Selection will be conducted per applicable guidance of FAR part 15, DFARS part 215 and AFARs part 5115 (to include Army Source Selection Manual, AFARs appendix AA, February 2009 or current date) as well as Army Contracting Command and AMCOM directives. Current Government source selection guidance at time of evaluation will be implemented. Note that only comments and not questions are solicited under this RFI. Send all comments relating to the DRAFT PWS or cost incentive ideas to the listed Contracting Officer POC. Contacts to Government personnel by potential offerors regarding this RFI subject are restricted and must proceed through the Contracting Officer POC. The Contracting Officer, Ms. Charlotte Curry, has posted all current information regarding this requirement on the FedBizOpps website under solicitation number W58RGZ-11-R-0231(LSFMA) and W58RGZ-11-R-0232 (AFM). Information includes the DRAFT PWS for both solicitations and attachments. Small Business Set-Aside Determination: It is anticipated that the current LSF program will continue as a Small Business Set Aside. However, the Government reserves the right to decide whether or not a Small Business set -aside, full or partial, is appropriate for either acquisition based on responses to this notice. In order for the Government to make a Small Business set-aside determination, it is emphasized that Small Business concerns provide sufficient written information to indicate their capability to successfully perform and manage all requirements of the magnitude described in the Draft PWSs. It is heavily contemplated that the extent to which a prime contractor provides for the significant use of small and small-disadvantaged business subcontractors will be a consideration in the evaluation of proposals.
