Description
NASA/GSFC has a requirement for Designs of the mechanical system of the MarsOrganic Molecule Analyzer (MOMA) Mass Spectrometer experiment which will be incorporatedinto the European Space Agency Exomars Program. The specific performance requirements areto be conducted in an accelerated 22 week ARO schedule:-Develop the electron ion focusing assembly for the Goddard Breadboard 1 (GB1) 2D iontrap prototype design.-Work with the MOMA team to develop the GB1 2D ion trap segmented rod design.-Develop mounting interfaces for the GB1 2D ion trap-Interface with the GSFC MOMA team on a regular basis with weekly telecons and monthly oras required face to face meetings and provide a deliverable to the GSFC MOMA InstrumentManager of a monthly report on progress. Face to face meetings shall include TechnicalInterface Meetings and reviews.NASA/GSFC intends to purchase the items from AMU Engineering Inc. pursuant to FAR 13.106,for the acquisition of supplies or services determined to be reasonably available fromonly one source.The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform theeffort in writing to the identified point of contact not later than 4:30 p.m. EasternStandard Time (EST)on March 24, 2011.Such capabilities/qualifications will be evaluated solely for the purpose of determiningwhether or not to conduct this procurement on a competitive basis. A determination bythe Government not to compete this proposed effort on a full and open competition basis,based upon responses to this notice, is solely within the discretion of the government.Oral communications ARE NOT acceptable in response to this notice.All responsible sources may submit an offer which shall be considered by the agency.NASA Clause 1852.215-84, Ombudsman, is applicable.
