The purpose of this sources sought synopsis is to identify sources capable of fulfilling requirements needed to conduct Federal Acquisition Regulation (FAR) Bootcamp training for SMC Personnel. The Space and Missile Systems Center (SMC) Base Contracting Division (PKO) intends to release a solicitation to acquire a FAR Bootcamp course that teaches attendees how to research, read, interpret, and apply the FAR. Contractor is to ensure that the attendees are able to learn the FAR by working through exercises and problems. The contractor will provide each attendee with a copy of the FAR and of The Government Contracts Reference Book. Course must include four kinds of exercises and problems:. Familiarization exercises. Search-and-Find exercises. Search-and-Answer exercises. Search-and-Solve problems Familiarization, Search-and-Find, and Search-and-Answer exercises are worked by the attendees individually. Search-and-Solve problems are worked both individually and in groups of four to five persons. All but Familiarization exercises should have multiple levels of difficulty. Familiarization exercises should be designed to accustom the attendee to working with the FAR in a systematic way. It should familiarize the attendee with the organization and general content of the FAR and with course tools for doing research. In Search-and-Find exercises the attendee should be given a list of topics and told to find them using the FAR index, The Government Contracts Reference Book, and the FAR tables of contents. The purpose of these exercises is to deepen the attendee's familiarity with the organization and topical content of the FAR and to help the attendee develop a personal FAR research strategy. Class should normally not exceed 25 persons, and should be 5 consecutive days for each complete course. The course should include Search-and-Answer exercises, review quizzes, simulated business meeting presentations and a written examination, which enables each attendee to assess the amount of progress that he or she has made and to identify the need for further study. Contractor should state attributes in the following areas: 1) Expertise and experience in instructing/teaching FAR Bootcamp to acquisition contracting students; 2) Experience with creating/developing a FAR Bootcamp for acquisition contracting students; and 3) In-depth knowledge of the FAR, Air Force FAR Supplement, Defense FAR Supplement, and other Department of Defense regulars. The period of performance is anticipated to be for 1 basic year with a Period of Performance of 01 April 2011 - 31 March 2012 with suggested course dates April 2011, August 2011, November 2011 and March 2012. Interested parties must submit an unclassified Statement of Capability (SOC) by 5:00 pm (PST), within 5 working days after this announcement is posted. The SOC shall not exceed 10 one-sided pages in length. The page limit is for the SOC only and does not include the required OCI Mitigation Plan submission. Responses to the OCI Mitigation Plan must be submitted by e-mail in electronic form in MS Word 2002 or higher or PDF format. All responses must conform to 8.5 by 11.0 inch pages, with font size no smaller than 12 point. This synopsis is for information and planning purposes only; it does not constitute a request for proposal (RFP). Information herein is based on the best information available at the time of publication, is subject to revision, and is not binding on the Government. The Government will not recognize any costs associated with submission of a SOC. Information received will be considered solely for the purpose of determining which prospective credible sources exist.
