- (i) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulations document (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. (ii) Solicitation number F11PS00312 is being issued as a Request for Quotation (RFQ) in accordance with FAR Parts 12 and 13. (ii) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-48, effective January 31, 2011. All applicable provisions and clauses are included in the actual solicitation. This electronic announcement constitutes the only solicitation being issued. (iv) The proposed acquisition is a 100% small business set aside. The North American Industry Classification System (NAICS) code is 541612, and the small business size standard is $7.0 million. Women and women owned, service disabled veteran owned, and small disadvantaged businesses are strongly encouraged to submit quotes. (v) The Government intends to issue a firm fixed price Indefinite Quantity Indefinite Delivery (IDIQ) service contract for the following professional services: Perform Pre-employment Psychological Screening of US Fish and Wildlife Service Refuge Law Enforcement Officers in accordance with the included Statement of Work (SOW). The period of performance is from date of award (approximately April 1, 2011 through March 31, 2012 with four (4) option periods: Option Period One, approximately April 1, 2012 to March 31, 2013; Option Period Two, approximately April 1, 2013 through March 31, 2014; Option Period Three, approximately April 1, 2014 through March, 2015; and, Option Period Four, approximately April 1, 2015 through March 31, 2016. The CLIN details are listed in section (viii) below. FOB Destination This solicitation announcement is for an Indefinite Delivery Indefinite Quantity (IDIQ) contract. A single award task order contract will be awarded. The minimum guarantee is $1,000.00 over the life of the contract. Task Order minimum and maximum limits are $50.00 and $5,000.00 respectively. The "estimated" maximum (non-guaranteed) dollar value for the contract is $25,000.00 over five-years. Task Orders could range in magnitude from $50.00 up to $5,000.00 per job. Provided the successful Offeror accepts the Government Purchase Card (GPC), task orders not exceeding $3000.00 may be paid using the GPC. Task orders exceeding $3,000.00 will be issued using a Standard Form OF 347. If authorized by the procurement Contracting Officer, all regions of the USFWS may issue task orders under this contract. All deliverables are FOB Destination. (vi) The provision at 52.212-1, Instructions to Offerors-Commercial Items, and 52.212-2, Evaluation-Commercial Items apply: The Government will award a contract resulting from this solicitation to the responsible Offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers (the indicated percentage is the weighted value of the evaluation factor): 1. Vendor Capabilities to meet project needs (30%); 2. Technical Approach (30%); 3. Past Performance on similar contracts with government agencies and/or private industry in terms of cost control, quality of work and compliance with performance schedules (30%); and, 4. Cost Proposal (10%). When considered together all evaluation factors other than cost or price (Vendor Capabilities, Technical Approach and Past Performance) when combined, are significantly more important than price (Price Proposal). (vi). Include the following information for evaluation in your offer: 1. Vendor Capabilities Information. (Not to exceed four (4) pages). Describe why your firm has a high probability of successfully fulfilling the contract obligations. Describe your firm's quality control plan (including describing processes for identifying and preventing errors and deficiencies before the performance becomes unacceptable). Describe personnel capabilities (including qualifications and work experience for key personnel, including professional registrations, education, training, and relevant experience). 2. Past Performance Information. (Not to exceed four (4) pages). Provide a listing of similar contracts/projects completed by the organization. A variety of projects will allow the Government to best assess capabilities. Pre-employment Psychological Screening evaluations for incoming Refuge Officers are required by Department of the Interior policy. Evaluations will be completed and returned within 12 business days of submission by USFWS to the vendor. Vendor will provide all exams, forms, instructions, and be responsible for mailing the exam results and interpretation to the US Fish and Wildlife Service Regional Office, 134 Union Blvd, Lakewood, CO 80228. Attn: Greg Langer. Psychological Screening exams will include the following work: 1. Review/score the exams. 2. Provide a written summary of each candidate's candor, honesty, ability to compete training, work ethic, social skills, social interest, hostility, anger control, antisocial attitudes and behaviors, acting out behavior and safety risk. 3. Exams will consist of an Inwald personality Inventory, Hilson Personnel Profile/Success Quotient, Hilson Safety/security Risk inventory, Inwald Survey -5, Inwald Survey -2, Hilson life adjustment profile, and social history questionnaire to complete his candidate assessment.
