- Sources Sought for Defense Threat Reduction Agency Stockpile Systems Branch Defense Integration and Management of Nuclear Data Services Classification Code: D NAICS Code: 541512 Contracting Office Address: Defense Threat Reduction Agency 8725 John J. Kingman Road, MSC 6201 Fort Belvoir, VA 22060-6201 Description: The Defense Threat Reduction Agency (DTRA) is seeking prospective 8(a) Offerors to provide sustainment to the Defense Integration and Management of Nuclear Data Services (DIAMONDS) system. This is a sources sought seeking information for a competitive follow-on contract to a current 8(a) set-aside contract. Potential offerors must provide extensive demonstrated experience in the Department of Defense (DoD) nuclear weapons accountability processes (at both headquarters and unit-level); and IT management and development. DIAMONDS is a computer automated tracking and management information system used by the DoD which is the system of record for nuclear weapons stockpile, components and related nuclear materials. The DIAMONDS database utilizes a virtual private network classified at the Secret level and is designated as a Mission Assurance Category I level system. The potential offeror will support maintaining the current DIAMONDS architectural design and provide for continued support, and development and modification of legacy Top Secret systems (as required), to meet current nuclear weapons accountability requirements. The potential offeror shall provide DTRA with the following integrated DIAMONDS architecture support (herein referred to as capability summary ): architecture design; systems engineering; network and communications engineering, integration, and support; software engineering, testing and integration; integrations strategies and support; lifecycle documentation; configuration management; user application training support; database design, implementation, and support; operational support; quality assurance; usability engineering; security engineering, planning, and support; and 24-hour help desk coverage. It is essential to the DIAMONDS architecture process to have designers, developers, trainers, help-desk, etc., experienced with DOD nuclear weapons accountability processes. DIAMONDS is developed using an evolutionary development and deployment methodology, with regular capability deliveries to users. Each delivery cycle consists of a complete system development lifecycle, with well defined requirements planned for each release. The typical release cycle is between three and six months. The Contractor's architecture and design recommendation to the Government incorporates applicable commercial off-the-shelf (COTS) and Government off-the-shelf (GOF) software and hardware products, Government Furnished Equipment (GFE) and will reflect best industry practices to ensure an effective integrated environment. Scope and Time Frame: The estimated period of performance for the contract is 60 months from contract award. Work will principally be performed at the Defense Threat Reduction Center (DTRC) at FT Belvoir, VA. Occasional travel will be required for work performed at DTRA's facilities at Kirkland AFB, New Mexico; and to other DoD facilities CONUS and in Europe. Capabilities Statement: Potential sources either alone or with appropriate teaming partners must demonstrate expertise and capability to develop and maintain enterprise-class software and network systems, service management, and technology; demonstrate extensive knowledge of the DoD nuclear weapons accountability processes; and be assessed, at a minimum, as CMMI 2. Sources sought responses shall reflect corporate information and a capability summary reflecting Capabilities Statement experience. Responses are to detail the Technical Capabilities, Qualifications and Experience in both IT and DoD nuclear weapons accountability and will not exceed 10 pages. Do not send resumes at this time. Also include on the cover sheet the contract number, title and no more than a three-line description of any contract your company is/has provided services under any DoD or federal contract, including GSA Schedule, for the services described above in the capability summary (specifically IT and DoD nuclear weapons accountability). Any information submitted in response to this Sources Sought Notice is strictly voluntary. This synopsis is for information planning purposes only and the Government will not pay or otherwise reimburse respondents for information submitted. REMINDER - Since this is being considered for set aside under Section 8(a) of the Small Business Act, the prime contractor MUST perform at least 51% of the work. All documentation and statements received shall become the property of the U.S. government. Unless otherwise stated herein, no additional information is available. Requests for the same will be disregarded. There is no commitment by the Government to issue a solicitation, to make award or awards, or to be responsible for any monies expended by any interested parties in support of any effort in response to this Sources Sought Notice.
