- REQUEST FOR INFORMATION (RFI) Requirement : Sheppard Air Force Base Texas is requesting contractor assistance in the creation of a Indefinite delivery/indefinite quantity (IDIQ) contract for all flooring projects at Sheppard AFB, Texas. This contract will be known as the Sheppard Infrastructure Flooring Enhancement (SIFE) contract. This IDIQ will establish a single contract awardee or potentially multiple contractors who will be awarded a contract. Only contractors who who receive a SIFE contract award will receive request for quotes for any subsequent carpeting, tile, and or other flooring projects at Sheppard AFB, Texas. Contractors who are not a part of the SIFE IDIQ contract will not receive requests for proposals for subsequent task orders after the SIFE contract is awarded. The anticipated period of performance for this contract is 5 years (base year plus 4 option years). Purpose : The purpose of this request for information is to solicit industry input to facilitate finalizing the acquisition strategy for the SIFE contract. One key issue being discussed is whether to award one SIFE contract with a price list that will be used for the duration of the contract (5 years) or multiple contracts where each individual project (task order) is competed among the SIFE contract awardees. Job Types: Typical flooring projects with a preset carpet type would be established. The prospective contractor(s) must be able to perform asbestos abatement, tile flooring, baseboards, carpet installations, and incidental work necessary to completing projects (e.g., moving furniture). The following questions are being asked to shape the acquisition strategy for the SIFE contract. 1. Provide your input on whether the SIFE IDIQ contract should have one or multiple contractors (up to 5)? 2. Provide input on a multiyear contract with a price list for each year versus a multiyear contract without a price list where project (task order) prices are established through competition among the SIFE contract awardees before each individual task orders are awarded? 3. On average, how long does it take your company to begin a project after you receive the contract? 4. Furniture moving is a part of most every flooring contract. Do you typically provide moves with your proposal, or do the carpet installers move the furniture? 5. Do you have any other input that you believe would be helpful in finalizing our SIFE contract acquisition strategy?
