Description
NASA/GSFC has a requirement for software design for high performance computing,computer scientific research and applied numerical methods, and, software engineeringtechniques for research and advanced visualization technologies. This support includes,but is not limited to, the following: 1) software development, modification, andmaintenance; 2) development of computer visualization and animations; and 3) websitedevelopment and maintenance. Specific work elements within the above areas are describedas follows: Application software development and maintenance (.g., writing new applications,writing new modules for existing applications, maintaining code to support modificationsto application programming interfaces, maintaining code to conform to new or modified outdata formats, etc.): Performance tuning (e.g., decreasing job turn-around time, decreasing job hardwareresource requirements, introducing and/or enhancing use of parallel processingfacilities, etc.); Software engineering (e.g., rewriting code to be more structured and/or modular,rewriting code to object-oriented standards, rewriting applications to conform to theEarth Sciences Modeling Framework (ESMF) interface standards, teaching and consultingwith users to the same end, documenting code etc.); Migration and conversion (e.g., porting code from one hardware and/or operating systemplatform to another, migrating code to conform to a new or different complier, convertingcode to better exploit a modified file system or hierarchical storage management system,building interfaces to emerging ports and other facilities, etc.); and Allied technical services. Allied technical services is a reference to the fact thatNASA customers not only need support in the specific areas of software development andmaintenance, performance turning, software modernization, platform independence, etc. butrequire a complete system solution in which combinations of support in these areas areapplied. NASA/GSFC intends to purchase the items from Northrop Grumman Information Systems (NGIS)for their unique and highly individualized expertise of scientific visualization andscientific application development and support within the Software Integration andVisualization Office (SIVO) as a continuation of services currently being provided byNGIS. These services will be acquired through a sole source bridge contract for one yearwhile the strategy and follow-on efforts for the future SIVO work are finalized. The Government does not intend to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform theeffort in writing to the identified point of contact not later than 4:30 p.m. local timeon March 24, 2011. Such capabilities/qualifications will be evaluated solely for thepurpose of determining whether or not to conduct this procurement on a competitive basis.A determination by the Government not to compete this proposed effort on a full and opencompetition basis, based upon responses to this notice, is solely within the discretionof the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency.
