Description
This is a modification to the synopsis entitled NASA OFFICE OF THE CHIEFTECHNOLOGIST EARLY STAGE INNOVATION DIVISION NASA INNOVATIVE ADVANCED CONCEPTS NASARESEARCH ANNOUNCEMENT 2011 which was posted on March 1, 2011. The following changes are made to the NIAC NRA: 1. Page (ii), under General Information, Types of Instruments That May Be Used forAwards. The types of instruments that may be used for awards resulting from this NRA is edited toinclude Inter-Agency Transfers and Contracts into the language. The paragraph ischanged as follows: Types of Instruments That May Be Used for Awards: Grants, Cooperative Agreements,Intra-Agency Transfers, Inter-Agency Transfers, or Contracts 2. Section III (a), Award Information. The third paragraph is amended by inserting inter-agency transfers and contracts intothe language. The paragraph is changed as follows: Awards made through this NRA will be in the form of grants, cooperative agreements,intra-agency transfers, inter-agency transfers, or contracts, depending on the nature ofthe submitting organization and the nature of the proposed effort. It is expected thatmost Phase I awards will be grants and intra-agency transfers. (Most NIAC Phase II awardsare expected to be contracts and intra-agency transfers.) A NASA awards officer willdetermine the appropriate award instrument for the selections resulting from thissolicitation. Grants and cooperative agreements will be subject to the provisions of theGrants Handbook3 and Appendix D of the NASA Guidebook for Proposers. In the case of anyconflict, the Grants Handbook takes precedence. Contract awards will be subject to theprovisions of the Federal Acquisition Regulations (FAR) and the NASA FAR Supplement (seehttp://prod.nais.nasa.gov/cgi-bin/nais/nasa_ref.cgi ). Proposals that were submitted but not selected for any previous NASA solicitation may besubmitted either in a revised or original form. Such submissions will be subjected to full peer review and considered with neither advantage nor disadvantage along with newproposals that are received by NASA. 3. Section III (c), Intellectual Property Resulting From Awards. Section III (c) is replaced in its entirety with the following language: Intellectual property provisions (patent rights and data rights) applicable to grants andcooperative agreement awards are subject to the provisions of the Grants Handbook.Intellectual property provisions applicable to contract awards are subject to theprovisions of the FAR and the NFS. In general, the following clauses will apply. Forgrants and cooperative agreement awards, sections 1260.4, 1260.28, 1260.30, and 1260.136will apply when the recipient is a college, university or nonprofit organization; andsections 1274.208, 1274.905, 1274.906, and 1274.911 through 1274.915 will apply when therecipient is a commercial firm. For contract awards, FAR clause 52.227-11 as supplementedby NFS clause 1852.227-11, FAR clauses 52.227-14 as supplemented by NFS clause1852.227-14, and NFS clause 1852.227-72 will apply when the recipient is a college,university, nonprofit organization, or small business firm; and NFS clauses 1852.227-70through 1852.227-72 and FAR clause 52.227-14, as supplemented by NFS clause 1852.227-14,will apply when the recipient is a large business firm.
