Description
Request for Information (RFI) Modeling and Simulation Capabilities for the Low Overhead Simulation/Stimulation Capability. Use case 4, Individual Leader Education/Small Group Training involving Major Combat Operations at Division and Below Command Decision Making. Overview: The Program Executive Office for Simulation, Training, and Instrumentation (PEO STRI) is the Center of Acquisition Excellence for Army Training simulations. The PEO STRI Project Manager for Constructive Simulation (PM ConSim) is seeking commercially available, government off the shelf, or prototype products that can be used to provide training to an individual or a small group in Division-level command and staff processes and procedures for major combat operations in the general war sector of the spectrum of conflict. The training audience will be persons playing the role of an Army Division commander and associated staff officers and NCOs. Challenge: Minimum capability must provide sufficient information to enable the training audience or student to perform military decision making process (MDMP) activities using the six warfighting functions (command and control, intelligence, sustainment, movement and maneuver, fires, and protection). These functions are represented, as effects, status, or reports, at a resolution two echelons below and one echelon above the Army Division. The unit of resolution is no lower than the Army battalion or company. The opposing force, antagonist, or "red team" should be automated, that is, contained within software logic. The intent is to present major aspects of contemporary military operations to enable basic proficiencies in critical thinking, decision making, and teamwork. Information delivery and or/interface with the simulation may be direct from the training workstation or through the unit or institution's organic command and control (C2) devices. Devices that (as directed by the commander/senior trainer) may be simulated or stimulated include: Global Command and Control System - Army (GCCS-A), Command Post of the Future (CPOF), Force XXI Battle Command Brigade and Below (FBCB2) (satellite- and terrestrial-based applications), Battle Command Sustainment Support System (BCS3), email capability. The scenario may be classified (US Secret) or unclassified. The system will be fielded on existing hardware which consists of a single Common Hardware Platform that is managed by a single individual without specialized technical skills. The system shall require no more than one hour to install and configure for training. Responses: The purpose of this RFI is to identify software solutions that can either meet the attached requirements or a subset thereof. Candidate solutions will be reviewed for technical compliance with the requirements.
