Description
1.0 BACKGROUND In addition to its responsibilities for the health and mental health care of those Veterans who utilize Veteran Health Administration (VHA) health care services, the Department of Veterans Affairs (VA) has an interest and responsibility for the health and well-being of all Veterans. These additional responsibilities are addressed through a number of programs and services. These include the Vet Centers program that provides readjustment services for all combat Veterans, whether or not they are enrolled for health care in VHA, as well as a series of outreach programs. A number of activities work by interacting directly with Veterans, including OEF/OEF Veterans in transition, Veterans involved with the justice system, and homeless Veterans. Another group of activities work indirectly by focusing on Veterans' families, and community-based clergy, and the police. Another potential strategy for ensuring that Veterans' health, mental health, and readjustment needs are met may be to focus on the workplace. Data from the Department of Labor from 2009 indicated that job prospects for Veterans were good. However, reasons for concern come from a 2010 Gallup report indicating that the well-being of Veterans in the workplace was lower than that for other Americans. To evaluate the need for outreach services to Veterans in the workplace, VA needs information about the current programs for Veterans provided by major employers, the health and performance of Veterans compared to others in the workplace, and the needs of employers, as well as Veterans, for additional resources and services. 2.0 APPLICABLE DOCUMENTS Bureau of Labor Statistics. June 30, 2010. 3.0 SCOPE OF WORK The Contractor shall provide the resources necessary to accomplish the task as described in this PWS. The contractor shall develop, implement, and report on a series of projects characterizing the status of Veteran employees in large US businesses, and generate a series of tools and resources based on these findings to support the hiring and retention of Veteran employees in American businesses. All of the personnel, materials and services to complete these activities will be provided by the Contractor. To ensure that the projects are conducted in a manner that addresses VA's needs, the contractor will meet weekly, in person or by telephone with a group of VA staff members designated by VA to including representative of the Veterans Benefits Administration as well as the Veterans Health Administration, who will review plans and progress. To ensure that the projects are conducted in a manner that addresses the needs of employers and Veterans in the workforce, the Contractor will convene an advisory board to be chaired by a representative of the Department of labor that would include membership from employers, Veterans and representatives of other Federal agencies and offices such as the Department of Labor and the US Office of Personnel Management, and will meet with them on a regular basis to obtain their input on the design and implementation of the projects and the interpretation of findings. Project 1: The contractor will report on findings from a survey of at least 100 employers, consisting of small, mid-size, and large (Fortune 500 or 1000) businesses with a geographic distribution representing the East, Midwest, South, and West to characterize: Their current policies, practices, and programs regarding Veterans, National Guard, and Reserves members as employees; Their experience with employees in the National Guard and Reserves who were activated for service in OEF/OIF; Their experience with hiring and retaining Veteran employees who have served in OEF/OIF; Their experience with hiring and retaining Veterans from services in prior eras as employees; and, Their understanding of the mental health and related needs of Veterans, and of the services that would support maintaining productivity in the face of these needs. The report will include a summary and evaluation of findings that includes nominations of "best practice" policies, practices, and programs. Project 2: The contractor will develop, implement, and report on studies conducted within at least 5 large (Fortune 500 or 1000) employers characterizing: the health and mental health, as well as the use of health and mental health care services of Veterans and their families compared to other employees; and, the positions and productivity of Veteran employees compared with other employees of comparable ages. Project 3: In consultation with VA staff and the employer-Veteran advisory board, the contractor will review available materials supporting employees, including Veterans, in the workplace to identify materials that would be of specific use to Veterans as well as gaps and needs. The contractor will utilize findings from both the survey and study, as well as evidence from other sources to develop briefing materials, fact sheets, tools, and resources to be used by businesses to support the hiring and retention of Veteran employees. Also in consultation with VA staff and the advisory board, the contractor will develop and implement plans for dissemination of these products both to employers and Veterans.
