- Description
- The Centers for Medicare and Medicaid Services intends to award on a sole source basis, a project entitled "Renewal of First Data Bank's National Drug Data File (NDDF), a national drug data base service, with monthly full replacements. There is an existing License Agreement" with First Data Bank, 1111 Bayhill Drive Suite 350, San Bruno, CA 94066-3043. An award will be made using simplified acquisition procedures (threshold $150,000). The contractor shall provide licenses for data and standards for use by appropriate CMS staff and associated contractor performing work within the scope of the Medicare Modernization Act of 2003. An enterprise wide user license is preferred. The license will be with the NDC drug codes and data information for electronic delivery to CMS on a daily basis with weekly master file distribution. The MIIR and IDR will be using these licenses. The term of the license(s) agreement shall be one year from the period April 15, 2011 to April 14, 2012. The contractor must be able to communicate with CMS via a secure FTP connection. The Secure FTP should be performed using the Sterling Commerce S/FTP Client. The transmission of the initial file may be designated to use a media other than S/FTP, such as a CD. The contractor shall provide record count for each transmitted file. The contractor shall plan and participate in an initial meeting/kickoff conference between the Government Task Leader (GTL) and CMS representatives upon award order. The contractor and GTL will mutually determine the time, date, and agenda and location of the initial kickoff conference after consultation with CMS. The contractor shall provide a work plan that details the tasks to be performed (with dates) and the timelines for completion. Drug data, implementation guide and standards - Initial File, contractor shall provide an initial full file of all National Drug Codes A (NDC), and other related elements. The contractor shall provide a weekly update file that contains all changes received by the contractor up to date of file transfer to CMS, on the day of the week designated by the GTL. The contractor shall provide a description and diagram of the audit trail procedures and documentation retained to ensure the integrity of the data provided. The contractor shall research questions identified by CMS about the data received. A response shall be provided to CMS within two business days. All responsible sources may submit capability statements, which shall be considered by the agency in accordance with the requirements in the synopsis.
