- NSN 7R-1660-015303498-FZ, IAW REF NR F241-2400-11, QTY 6 EA, DELIVERY FOBORIGIN, ISSUE TO CARLETON TECHNOLOGIES INC, ORCHARD PARK, NY 14127-4195. Thisnotice of intent is not a request for competitive quotes and theproposed/contract action is for supplies or services for which the Governmentintends to negotiate with only one source. Interested persons may identify theirinterest and capability to respond to the requirement or submit quotes. Quotesreceived prior to the award date will be considered by the Government.Adetermination by the Government not to compete this proposed contract based uponresponses to this notice is solely within the discretion of the government.Information received will normally be considered solely for the purpose ofdetermining whether to conduct a competitive procurement. This part requiresengineering source approval by the design control activity in order to maintainthe quality of the part. Existing unique design capability, engineering skills,and manufacturing knowledge by the qualified source(s) require acquisition ofthe part from the approved source(s). The approved source(s) retain data rights,manufacturing knowledge, or technical data that are not economically availableto the Government, and the data or knowledge is essential to maintaining thequality of the part. An alternate source must qualify in accordance with thedesign control activity's procedures, as approved by the cognizant Governmentengineering activity. The qualification procedures must be approved by theGovernment engineering activity having jurisdiction over the part in theintended application. The subject item requires Government source approval priorto contract award, as the item is flight critical and/or the technical dataavailable has not been determined adequate to support acquisition via full andopen competition. Only the source(s) previously approved by the government forthis item have been solicited. The time required for approval of a new source isnormally such that an award cannot be delayed pending approval of a new source.If you are not an approved source you must submit, together with your proposal,the information detailed in the 'https://www.neco.navy.mil/sar.aspx' NavalInventory Control Point Philadelphia Source Approval Information Brochure. Thisbrochure identifies technical data required to be submitted based on yourcompany's experience in production of the same or similar item, or if this is anitem you have never made. If your request for source approval is currently beingevaluated at NAVICP-P, submit with your offer a copy of the cover letter whichforwarded your request for source approval. Offers received which fail toprovide all data required by the Source Approval Brochure or document previoussubmission of all data required by the Source Approval Brochure will not beconsidered for award under this solicitation. Please note, if evaluation of asource approval request submitted hereunder cannot be processed in time and/orapproval requirements preclude the ability to obtain subject items in time tomeet government requirements, award of the subject requirement may continuebased on Fleet support needs.
