Description
The Defense Logistics Agency (DLA) Disposition Services, Pacific (J-762) Acquisition Branch intends to procure on a full and open competition basis a Single Award, Firm-Fixed Price, Indefinite Delivery - Indefinite Quantity contract for Removal, Transportation and Disposal of Hazardous Wastes and Related Services at Various Locations in the Republic of the Philippines. The contract will have an 18-month base period and two (2) additional 18-month option periods of performance. Required services and performance will be requested via written task orders issued against the basic contract. This requirement will also include an option to extend services for up to six months (under FAR 52.217-8). The Government anticipates the issuance of the Request for Proposal (RFP) SP4530-11-R-0003 on or about 28 March 2011. The Government anticipates that the RFP will be posted for approximately 30-days. Any information related to RFP SP4530-11-R-0003 will be available only via the electronic posting system at the Federal Business Opportunities website, https://www.fbo.gov/. This requirement will be performed in its entirety in the Republic of the Philippines. Offerors must have all required permits, registrations, and licenses to perform work in the country of the Philippines. In addition, the successful offeror must be licensed and registered to enter and stay in the Philippines in compliance with all local laws and regulations. The Government does not provide the contractor with SOFA status or any logistical support under the resultant contract. This is a preliminary notice, NOT A REQUEST FOR PROPOSAL. The Department of Defense requires all contractors to register in the Central Contractor Registration (CCR) database to receive any contract award or payment. The CCR website is http://www.ccr.gov. In accordance with FAR Part 4.1201, prospective contractors shall complete electronic annual representations and certifications via the Online Representations and Certifications Application (ORCA) at: http://orca.bpn.gov in conjunction with required registration in the CCR database. All comments and questions regarding the solicitation/RFP shall be submitted in writing to the issuing office in accordance with the instruction specified in the solicitation.
