- THIS IS A NOTICE OF INTENT, NOT A REQUEST FOR A PROPOSAL. A SOLICITATION DOCUMENT WILL NOT BE ISSUED AND PROPOSALS WILL NOT BE REQUESTED. The National Heart, Lung, and Blood Institute (NHLBI) Office of Acquisition (OA) intends to negotiate and award a purchase order on a noncompetitive sole source basis to HighRes Biosolutions, 299 Washington Street, Suite 56, Woburn, Massachusetts 01801-2795 to procure a Steristore Incubator. The sole source determination is based on the fact that National Institute of Health (NIH) is the nation’s leading medical research agency and the primary Federal agency conducting and supporting making medical discoveries that improve people’s health and save lives. The mission of the NIH Chemical Genomics Center (NCGC) is to apply the tools of small molecule screening and discovery to the development of chemical probe research tools, for use in the study of protein and cell functions, and biological processes relevant to physiology and disease. NCGC optimizes biochemical, cellular and model organism-based assays submitted by the biomedical research community; performs automated high-throughput screening (HTS); and performs chemistry optimization on confirmed hits to produce chemical probes for dissemination to the research community. This purchase request is to replace an existing incubator located in the laboratory that is experiencing reliability and functional problems. The HighRes Biosolutions (HRB) Robot is NCGCs biosafety level 2 screening system that is designed to safely run assays that involve the use of viruses or bacteria. The HRB Robot typically processes 200 to 400 assay plates and as many as 200 chemical compound plates in a programmed run. Incubators are an important part of the robot system designed to keep assay microplates in an environment required to promote the growth of cells, usually involving a specific temperature, high humidity and a controlled amount of CO2. A programmed assay run can last several days, usually requiring the robot to operate unattended for several days and nights. When the robot is operating unattended and encounters an error, the system and its programmed operation will stop, it will send out an e-mail to the operator that operator intervention is required. Incubator plate handling errors on the HRB Robot, have been responsible for the loss of many screening runs, resulting in a great loss of time and cost of materials to NCGC. The existing robotic system that is being used in the laboratory is designed for use with infectious agents, between assay runs the incubators need to be decontaminated. The Incubators do not have an internal self sterilizing capability, so caustic cleaning solutions must be used that also cause problems with the internal lift mechanism. That is why it is imperative to purchase a Steristore Incubator from HighRes Biosolutions. The Steristore is also compatible to existing HighRes Biosolutions Robots being used at NCGC. The Steristore is a larger capacity incubator that has the assay plate lift mechanism on the outside of the incubator to isolate it from the internal environment of the incubator. Decontamination of the incubator is accomplished by a self cleaning automatic internal heater that heats the inside of the incubator to 180C. The Steristore has 462 assay microplates, dual transfer nests that double the transfer speed of assay microplates in and out of the Steristore incubator. Additionally, Steristore has assay plate barcode reading and inventory control, in which, this capability is not available on our current Incubators. SteriStore is insulated with aerogel (also known as frozen smoke), the lowest-density solid known. Aerogel is also listed in the Guinness Book of World Records as the best insulator known to man. Comprised of air pores trapped in a dendritic microstructure, aerogel virtually blocks all three forms of heat transfer: conduction, convection, and radiation. And dual sets of automated doors minimize exposure of the internal chamber to the environment. This is a small business set-aside. Industry Classification (NAICS) Code is 339999, All Other Miscellaneous Manufacturing, with size standard of 500 Employees. The acquisition is being conducted under FAR Part 13, simplified acquisition procedures, therefore the requirements of FAR Part 6 B Competitive Requirements are not applicable (FAR Part 6.001).and the resultant purchase order will include all applicable provisions and clauses in effect through the Federal Acquisition Circular (FAC) 05-48 (January 31, 2011). This notice of intent is not a request for competitive proposals. Interested parties may identify their interest and capabilities in response to this synopsis, by March 16, 2011, 7:30 a.m. Eastern Standard Time. The determination by the Government not to compete the proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct future competitive procurement.
