Revised DD 254 This 11 March 2011 notice is being issued to provide Release #3 - Questions/Answers that have been received in response to the Draft RFP for the GSM-ETI effort. All questions received in response to the Draft RFP have been responded to. Release #3 - Questions/Answers QUESTION #148: I spoke with Katie Prisuta this morning. She verified that the CD is classified at the SECRET level, so we do need a DD254 indicating that safeguarding is required in order to pick it up. Will you call the contracting officer again? 1. The vendor holds a Top Secret facility clearance and while we have a facility capable of holding classified material, we do not currently have authority to receive and safeguard classified material. 2. In order to store the classified CD required for GSM-ETI, we need a DD-254 that provides the vendor with the authority to receive and safeguard Secret material. The current DRAFT DD-254 in the solicitation is marked DRAFT, is not signed, and is not directed to the vendor. DSS will not accept this document as authority for the vendor to receive and safeguard Secret material. 3. The NISPOM requires that the Government provide prospective bidders with a DD-254 in order to store classified material associated with an acquisition. 4. The vendor is requesting a signed DD-254 from DITCO so that we can request DSS to certify our storage room and receive classified material associated with this program. ANSWER #148: According to DISA Industrial Security, the updated DD254 (provided as attachment to this FedBizOpps notices) is sufficient to allow the vendors/contract awardee(s) to process appropriate paperwork to DSS to allow receipt and storage of classified materials QUESTION #149: Request clarification to answer provided at #88; where the Government stated that the P&S source (to be provided via existing GSA Alliant sources) will be used for support capabilities that are functional niche type work (e.g. training services, cryptographic support, software development). Will the COMSEC role in P&S be primarily administrative and, as such, tie closely with work in support of the DISN Controlling Authority; or will the P&S role for COMSEC be much greater to include not only the administrative, but also include COMSEC engineering, key management, secure storage of encryptors, cradle to grave support to CCI units, deployment and implementation support, etc.? Suggest that the Government reconsider revising the GSM-ETI SOO to include the latter the engineering, key management, secure storage of encryptors, cradle to grave support to CCI units, deployment and implementation support and leave the administrative work in support of the DISN Controlling Authority with the P&S source. ANSWER #149: The GSM P&S vehicle will be used for COMSEC support to the controlling authority, to include training, key management, and storage. The GSM-O vehicle will be used to support the maintenance of crypto devices and the GSM-ETI vehicle will be used to support engineering and installation of new crypto devices (when associated with build-out events that fall under the auspices of a GSM-ETI project). A revised DD 254 is provided as an attachment to this notice.
