- Support for ODS Reserve Program The purpose of this source sought synopsis is to gain knowledge of potential qualified industry sources for providing support to Ozone Depleting Substances (ODS) Reserve Program Office. This sources sought synopsis is for informational and planning purposes only and does not constitute a solicitation for bid or proposals. It is not to be interpreted as a commitment by the Government. This sources sought synopsis contains the most current information available. This source sought synopsis is engaged in companies with GSA Schedules only. The Government intends to make an award to a company with current GSA Schedule. Companies without GSA Schedule may submit responses to this notice; however, Government may elect not to review the responses. The proposed GSA Schedules to be used for this requirement are Schedule 871 - Professional Engineering Services (PES); Schedule 874 - Mission-Oriented Business Integrated Services (MOBIS); and Schedule 874V - Logistics Worldwide (LOGWORLD). This requirement is to support the Ozone Depleting Substances (ODS) Reserve Program Office with the administrative, analytical, logistics and warehousing, and physical leak monitoring tasks required to operate the Reserve. Requirement shall be performed on-site at Defense Supply Center Richmond and Defense Distribution Richmond (DDRV) located at 8000 Jefferson Davis Highway Richmond, Virginia 23297-5000, and at Naval Weapons Station Yorktown, Virginia. The Department of Defense (DoD) Ozone Depleting Substances (ODS) Reserve Program Office is responsible for the management of the DoD ODS Reserve and ensures current and future stock levels of critical ODS's are maintained for military applications for the life cycle of the equipment. The ODS Reserve was established for DoD mission-critical weapons system support. It is intended to provide a continuous supply of refrigerants, halons and solvents to maintain weapon system readiness. The Reserve is built from internal recycling and acquisitions of ODS. Services and DoD Agencies recover material from decommissioned or replaced systems and turn in the recovered products for reclamation, storage and future issues. In order to perform its mission the ODS Reserve Program Management Office requires contractor support in the following distinct critical areas: (1) Administrative and Analytical support of the day-to-day activities of the ODS Reserve to include customer turn-in support and transportation coordination through the Defense Distribution Center (DDC) Delivery Management Section, ODS Product Inventory Accounting, daily management of inventory adjustment data and preparation of all ODS monthly accounting reports for distribution to the Military Services; (2) Monitor domestic and international policies, agreements and/or studies pertaining to the utilization of ODS, conduct or support the conduct of studies to determine current and long-term Military Service and Government Agency ODS requirements, research, evaluate and recommend technically feasible, financially supportable and effective processes for ODS and GHG banking and/or destruction; (3) Information Technology (IT) support to the ODS Reserve including maintaining the ODS Reserve web site using HTML, and execution of ad-hoc inventory and issue/receipt transaction queries from DLA and ODS-specific databases (DORRA_DW and OZONE.DSCR_PROD); (4) Leak Monitoring of incoming and existing ODS Reserve material in storage at the Defense Distribution Depot, Richmond, VA (DDRV) and Yorktown, VA, and (5) Miscellaneous warehousing duties and future re-warehousing projects as required. 1. Administrative, Analytical and Information Technology tasks: - Support the development and maintenance of the ODS Reserve Program managed product Lists, policies, processes and procedures. - Maintain product inventory data, prepare and analyze monthly product accounting and supply transaction reports. - Prepare and submit monthly contractor performance status reports. - Preparation of monthly ODS reports. Included are the ODS Inventory Accounting Reports, ODS Requisitioners Issues Reports, ODS Transaction Report and the ODS Due-in Report. - Perform actual verification of receipt for turned in material at DDRV as a result of inquires from the various military services. - Coordination of any necessary changes in ownership codes for turned in material with the ODS Item Manager. - Develop and Maintain the VO Division (ODS Reserve) Web Site Using HTML Format. - Execute ‘As Required' System Queries Related to ODS Product Inventory Status, and Issue and Receipt Transaction history using DLA ORACLE-based information management systems. 2. Logistics & Warehousing and Leak Monitoring tasks: - Properly execute receipt and in-checking of ODS turn-ins. - Support and manage ODS product reclamation process. - Execute re-warehousing and special projects as required. - Execute the ODS Halon and Refrigerant Leak Monitoring Program utilizing the TIF Model XP-1 leak detection equipment. - Properly inspect Navy/Coast Guard shipboard system cylinders prior to packing and shipment to requisitioning activities. Responses to this notice shall include the name and address of the organization/business concern, point-of-contact, GSA contract number, CAGE code, NAICS code, business size, corporate capabilities, and experience. Responses to this notice shall (if applicable) be in five (5) pages or less as it relates to the following criteria: (1) Capable organizations or business concerns must offer citations demonstrating knowledge and understanding of ORACLE-based information management systems; Oracle DISCOVERER 9i; TOAD for Oracle 10.6; Hyper Text Markup Language (HTML); DoD/DLA Logistics Management Systems (Distribution Standard System or DSS; Enterprise Business System or EBS); Clean Air Act Amendments of 1990; Montreal Protocol and Amendments to include, but not limited to CFC and HCFC Phase-Out management Plans; storing; warehousing, handling and distributing compressed gas cylinders including specific handling requirements for US Navy/Coast Guard shipboard fire suppression system cylinders; Compressed Gas Association (CGA) guidelines and procedures; U.S. DOT regulations for shipping compressed gas cylinders; managing compressed gas leak detection and monitoring programs; DLA warehousing techniques and practices. (2) A summary of relevant experience for this type of work and the actual systems of record or similar as cited above during the last three years. This summary should include project/contract number, award date, the length of experience, dollar value, name of the customer, and a description of the project. All five (5) pages, or less, shall be in Microsoft® Word document electronic format (8.5" x 11") typed in Times New Roman 12-font, and single line-spacing. Reponses shall be submitted electronically to the points of contact listed below by 2:00 PM EST, March 21, 2011. DLA will not provide confirmation of receipt. The Government recognizes that it is allowing short period of time for the submission of responses to this notice. However, the Government does not intend to extend the submission date beyond the date stated above. After receipt and review of the responses to this Notice, DLA intends to issue a solicitation. The information contained in this notice will be the only information provided by the DLA during the Sources Sought process. This Sources Sought Notice constitutes a Request-for-Information (RFI) from potential offerors to identify organizations with the capability to perform this effort and to assess the competitiveness of the market. This notice does not in any way constitute a Request-For-Proposal (RFP) or Request for Quotation (RFQ) and as such, shall not be construed as a commitment by the Government. The Government does not intend to award a contract on the basis of this notice nor otherwise pay for information/items provided in response to this notice.
