MARKET RESEARCH The Travel Model Improvement Program Outreach Contract for Office of Planning, Environment and Realty Pursuant to 48 C.F.R. Part 10, the Government is conducting market research to: •· Determine if sources exist that are capable of satisfying the Government's requirements listed below, •· Determine the capabilities of potential contractors, including an estimate of prices, •· Determine the size and status of potential sources, and •· Determine the level of competition (i.e. 8(a), set-aside or full and open) BACKGROUND The FHWA Office of Acquisition Management contemplates multiple awards of the Travel Model Improvement Program (TMIP) Outreach Contract in support of the outreach and capacity building mission for the Office of Planning. The purpose of this market research to identify potential offerors having an interest in and the resources to support these requirements. Consideration will be given to identifying small business concerns, including the sub-categories of Service-Disabled Veteran-Owned Small Business (SDVOSB), HUBZone, 8(a), Small Disadvantaged Business (SDB) and Woman-Owned. The market research will contribute to determining the method of procurement. It is anticipated that work will be performed under the outreach contract that may be firm fixed price (FFP) or cost-plus-fixed- fee (CPFF). Potential small business offerors are encouraged to respond and may team up with other potential offerors. All potential offerorsare encouraged to provide responses to one or more Task Elements that reflect the offerors' experience, skills and abilities. Instructions The FHWA does not require or expect each potential offeror to respond to every question below. THE TMIP OUTREACH CONTRACT SCOPE OF WORK SUMMARY Overview The contract holders will be expected to provide a series of services with a variety of transportation, land use modeling and simulation expertise, as needed, to assist the Travel Model Improvement Program (TMIP) in conducting outreach and capacity building to the TMIP user community through delivery timely research, training and technical assistance to TMIP stakeholders. The contractor shall provide support for the deployment of new travel forecasting modeling techniques to local planning agencies and state governments. The support to be provided includes research deployment, technical assistance to those users. "An evaluation team consisting of experts will evaluate the technical proposals independently in accordance with the evaluation criteria set forth in the solicitation." Offerors can respond to the questions for the Task Elements from any of the four Task Groups. The following is a detailed list of the four Task Groups with their associated Task Elements: Task Elements: Technical Assistance The contractor shall assist TMIP in providing travel modeling and simulation support to transportation modelers and planners at local, regional and state agencies. When requested by the COTR, the contractor shall deliver TMIP technical assistance to planning agencies on travel forecasting related issues. In order to match the appropriate tasks to the staff with the right expertise, the contractor shall maintain a list of recognized technical experts in the subject areas to include, but not be limited to, data collection, transport model development and application, simulation, dynamic traffic assignment (DTA), land use forecasting/modeling, integrated land use and transport modeling and macroeconomic models. Technology Transfer One of the most essential and critical elements of the TMIP program is technology transfer. The program accomplishes this function through facilitating applied research related to transportation modeling and simulation via tasks such as publishing reports, conducting and publishing applied case studies, providing working example models and technical documents. Capacity Building Workshops and Seminars The contractor shall develop presentation and training materials to help increase technical capacity at planning agencies. Activities to be accomplished under this task include development of workshop materials, development of seminars and webinars and hosting TMIP webinars. Special Tasks The contractor shall work with FHWA to accomplish special studies that may be needed to facilitate technology transfer and program support for the Travel Model Improvement Program. Once a special study is identified by the COTR, the contractor shall prepare a scope of work and cost estimate for the task. FHWA will work with the contractor to refine and approve the proposal. These "special studies" could range from a synthesis study on travel forecasting methods to direct technical assistance to a planning agency.
