- P1700090901 Under the authority of FAR 6.302-1(a)(2)(i), the National Park Service (NPS) intends to exercise option year two from April 1, 2011 - March 31, 2012 with Vermont Center for Ecostudies (VCE) on a sole source, non-competitive basis to provide Breeding Bird Monitoring Protocol Implementation at eleven northeastern park sites (Acadia National Park in Bar Harbor, ME, to Morristown National Historical Park in Morristown, NJ). Vermont Center for Ecostudies developed the bird monitoring protocol being used by the NPS, and has also built up a network of volunteers who participate in this project. VCE is knowledgeable in the specifics of this monitoring program, familiar with the parks and the specific bird monitoring routes being used, and VCE has been implementing this protocol for the NPS since 2006. It would be in the best interest of the government to continue using the services of VCE for breeding bird monitoring, because this will increase consistency in data collection and volunteer over-sight, and reduce annual costs due to the vendor's need to become familiar with the parks and the monitoring procedures. Therefore, in accordance with the above cited authority, the government intends to exercise option year two with Vermont Center for Ecostudies within 15 days after publication of this notice. The government also intends to exercise option year three from April 1, 2012 - March 31, 2013 and option year four from April 1, 2013 - March 31, 2014 without further notice or competition. This notice of intent is not a request for competitive proposals. A determination by the government not to compete this proposed contract based upon responses of this notice is solely within the discretion of the government. NAICS 813312.
