- Solenoid Valve for F15 Rudder Actuator; AMC code 3D.This is a sole source acquisition to GE Aviation. The data needed toacquire this part competitively is not physically available, cannot beobtained economically, nor is it possible to draft adequatespecifications or acquire by any other means. GE Aviation is the onlyknow supplier. NSN: 4810-00-314-9989 HS.OEM Code: 60029. PN: 3151-115.Description: Function - when energized, the component directspressurized fluid to the switching valve in response to a flight deckcommand to engage the CAS mode operation. When de-energized, it blockspressurized fluid to disengage the CAS mode operation. Dimensions areapproximately 2 inches long by.75 inches wide by 2.5 inches high.Material is steel.Quantity: 310 each; Range MIN 78/MAX 465.Destination: SW3210, Hill AFB UT.Delivery Schedule: 310 each on or before 31 MAR 2014.QR: Due to the complexity and criticality of this part, only actualmanufacturers that have successfully completed all testing required bythe original company responsible for the design, or manufacturers thathave successfully completed testing on items determined by thegovernment to be similar in complexity and criticality, can beconsidered approved sources for this item. Award will be made only ifthe offeror, the product/service, or the manufacturer meetsqualification requirements at the time of award in accordance with FARclause 52.209-1. The solicitation identifies the office whereadditional information can be obtained concerning qualificationrequirements as cited in each individual solicitation.All responsible sources may submit a capability statement, proposal, orquotation, which shall be considered by the agency.One or more of the items under this acquisition is subject to Free TradeAgreements.An Ombudsman has been appointed to hear concerns from offerors orpotential offerors during the proposal development phase of thisacquisition. The purpose of the Ombudsman is not to diminish theauthority of the program director or contracting officer, but tocommunicate contractor concerns, issues, disagreements, andrecommendations to the appropriate government personnel. Whenrequested, the Ombudsman will maintain strict confidentiality as tosource of the concern. The Ombudsman does not participate in theevaluation of proposals or in the source selection process. Interestedparties are invited to call the Ombudsman at (405) 734-8253. DO NOT CALLTHIS NUMBER FOR SOLICITATION REQUESTS.Based upon market research, the Government is not using policiescontained in Part 12, Acquisition of Commercial Items, in itssolicitation for the described supplies or services. However, interestedparties may identify to the contracting officer their interest andcapability to satisfy the Government's requirement with a commercialitem within 15 days of this notice.Electronic procedures will be used for this solicitation. Request forWritten Quotation/Proposal will be issued. Only written or faxedrequests received directly from the requestors are acceptable. Theanticipated award date will be 60 to 90 days after the issuance of thisnotice.
