- NAVFAC EURAFSWA plans to award a Firm Fixed Price contract for Wastewater Sampling and Analysis Services at the NAS I & NAS II Complexes of the U.S. Naval Air Station Sigonella, Italy (NASSIG). The contract will consist of collecting and analyzing wastewater from four sampling points at NASSIG “ NAS I & NAS II on a monthly basis for the period April 2011 to September 2011, as follows: - NAS I: sampling & testing of the Wastewater Treatment Plant (WWTP) influent and effluent, with the sampling to be done almost concurrently; - NAS II: sampling & testing of the WWTP effluent ™s portion discharged to surface water as well as the WWTP effluent ™s portion discharged to soil, with the sampling to be done concurrently. All testing information and schedules will be provided in the solicitation. Award will be made using Simplified Acquisition Procedures, per FAR Part 13. The offerors will be required to submit their written proposal to the Contracting Officer via email. Exact submittal requirements will be included in the solicitation. The contract award will be based on both price and technical factors. This is not a Request for Quotation. The RFQ with all proposal requirements is expected to be posted on EuroNECO website, https://euro.neco.navy.mil, on or around 28 March 2011, and it is anticipated the contract award and commencement dates will be on or around 28 April 2011. All applicable documents will be posted on EuroNECO website. It is offerors responsibility to check this site in order to be notified of any changes to this solicitation. All responsible sources may submit a quotation which shall be considered by the agency. All contractors proposing on Department of Defense Solicitations must be registered in the Central Contractor Registration (CCR) www.ccr.gov prior to award of any United States of America Department of Defense contract. In order to register in CCR, proposers must have a Dun and Bradstreet (DUNS) Number http://fedgov.dnb.com/webform and a Commercial and Governmental Entity (CAGE) Code (U.S. firms) or a NATO Commercial and Governmental Entity (NCAGE) code (foreign firms). http://www.dlis.dla.mil/Forms/Form_AC135.asp. The CCR requirement applies to all contract awards, regardless of the country where the work is performed. It is highly encouraged for prospective proposers to begin the CCR registration process as early as possible. There were will be no set-asides applicable to this acquisition.
