- Justification Solicitation HC1028-11-T-0189 DISA/DITCO intends to issue a contract for the acquisition of Opal IP software licenses for DISA NSE24 for the Digital Video Broadcast-Return Channel Satellite (DVB-RCS) for USCENTCOM. The estimated delivery date is 31 March 2011. The statutory authority for other than full and open competition is 10 USC 2304( c)(1), only one responsible source and no other supplies or services will satisfy agency requirements. Companies who can provide the above listed software must complete the attached solicitation, HC1028-11-T-0189, and return it via email to lynn.buss@disa.mil. Responses are due by 2:00 P.M. (Central Time) on 17 March 2011. The resultant contract will be firm fixed price. All responsible sources may submit a proposal that will be considered. The NAICS code is 511210 for this procurement. Justification is also attached.
