Description
The U.S. Army Contracting Command - Rock Island is alerting interested offerors that a new Purchase Description is available for the next M700 Time Blasting Fuse procurement. ACC-RI intends to issue a Request for Proposal in June 2011 for a base quantity of 1.5 Million feet of M700 Fuse, with a 200% evaluated option provision. A previous full & open competitive Request for Proposal W52P1J-10-R-0053 closed on April 6, 2010, with no proposals received by the Government for the solicited item. The previous RFP included a Technical Data Package with a Detailed Specification MIL-DTL-45144E for the item: DODIC: M670, NSN: 1375-00-028-5246, Fuse, Blasting Time: M700. This fuse is used in military demolitions to ignite nonelectric blasting caps. The burning rate of the fuse permits the operator to ignite the fuse and reach cover before detonation. The fuse is similar to and interchangeable with standard safety fuse. The fuse consists of a continuous delay of black powder, tightly wrapped and enclosed by an inner cover of jute yarn counterwound with cotton yarn, and covered by a thin cover of bitumen which in turn is covered on the outside by an extruded plastic sheath. The fuse is olive drab with a yellow single band inches wide every 18 inches and a double yellow band every 90 inches. The burning rate is 36 to 44 seconds per foot. The Government conducted further market research related to the previous RFP in 2010 and has now replaced the MIL-DTL-45144E with a performance based Purchase Description for the M700 Time Blasting Fuse, AR-PD-171, dated Mar 2011. The M700 Purchase Description is Distribution Statement C, which means distribution is authorized to U.S. Government Agencies and their contractors. Interested parties that would like to obtain a copy of the Purchase Description must submit a written request to: US Army Contracting Command - Rock Island, CCRC-AM, Ms. Alejandra Figueroa, 1 Rock Island Arsenal, Rock Island, IL, 61299-8000. The written request should include the company's cage code and Joint Certification Number (JCP), if applicable (see http://www.dlis.dla.mil/jcp/). Interested parties will also be required to execute and return a Non-Disclosure and Non-Use Agreement prior to obtaining the M700 Technical Data. This NDA will be provided by the POC upon the written request.
