Description
PRE-SOLICITATION NOTICE for the Project will include upgrades and modifications of the HVAC, Plumbing and Electrical Systems in Building No. 1 of the Oscar G. Johnson VA Medical Center in Iron Mountain Michigan to provide energy and water savings for the Facility. Mechanical upgrades include the installation of an Energy Recovery Unit (ERV-2) to replace main building exhaust fan (EF-27), which will recover energy, heating and cooling which is transferred to the outside air supplied to AHU-11. The existing exhaust riser will be replaced with new ductwork and installed to minimize duct leakage. Work also includes performance of Test and Balance on complete exhaust system. All rooms will be balanced to code required CFM minimizing excess exhaust and energy consumption. Mechanical work also includes implementation of recommended VA repairs from the Retro Commissioning Energy Conservation Measures and Deficiency Reports. Items identified in the Energy Conservation Measures and Deficiency Reports consist of installing intake and exhaust dampers on existing AHU's; revising the sequence of operation for multiple Air Handling Units (AHU) effecting mixed air set point, independent damper operation and economizer changeover; balance of existing AHU's and Exhaust Fans (EF) to design cfm based on building occupancy; and replacing existing AHU-6 serving the Morgue Area based on equipment age and inefficiency. Plumbing work includes replacing 19 existing high consumption water closets and flush valves with low consumption water closets and flush valves; replacing 1 existing high consumption urinal and flush valve with a low consumption urinal and flush valve; replacing 61 existing high consumption showerheads in high use areas with low consumption showerheads; and replacing an existing pre-rinse sprayer in kitchen with new 1.15 GPM pre-rinse sprayer. Electrical work includes replacing existing site lighting for the entire campus with new energy efficient LED lights; and installing new multi-technology, ceiling mounted and wall mounted, occupancy sensors installed will be installed in approximately 400 rooms within the facility. All work is to be completed within 270 days after the issuance of the notice to proceed. This construction project is set-aside for Service-Disabled Veteran-Owned Small Business (SDVOSBs). All prospective contractors must be registered on the VetBiz website, www.vetbiz.gov, to be considered for award. The solicitation, specifications and drawings will be posted on Fedbizops. There will be pre-construction conference held for this project and all prospective bidders are encouraged to attend. Details of the pre-construction conference will be included in the solicitation packages. The solicitation will be issued on/about April 01, 2011 with the bid opening on/about May 02, 2011. The bidder is responsible to monitor and download any amendments from Fedbizops which may be issued to this solicitation. In accordance with Public Law 109-461, the Veterans Benefits, Healthcare and Information Technology Act of 2006. Pursuant to 38 USC 8127(d), competition is restricted to SDVOSB construction firms. The project magnitude range is between $1,000,000 - $2,000,000. The North American Industry Classification Code (NAICS) for this procurement is 236220; size standard $33.5 Million applies. In accordance with FAR 52.204-7, Required Central Contractor Registration and in accordance with FAR 2.101, VAAR 802.101, VetBiz Registration, prospective firms must be registered in Central Contractor Registration (CCR) and in the VetBiz databases prior to award.
