- The Space and Naval Warfare Systems Center, Pacific (SSC Pacific), intends toissue Request for Proposals (RFP) N66001-11-R-0036 for development,technical, management, and engineering services for Intelligence, Surveillance,Reconnaissance, and Information Technology support services. SSC Pacific isthe principal Navy Research and Development, Test and Evaluation Center forCommand, Control, Communications, Computers and Intelligence, Surveillanceand Reconnaissance (C4ISR) and Information Operations (IO) systems andsubsystems. The Maritime Surveillance Division (Code 565) is the principal fordevelopment of maritime ISR/IO systems and subsystems, including but notlimited to autonomous and non-autonomous systems and subsystems. Theprincipal requires a variety of support services to include technical services,systems engineering, algorithm development, material analysis, dataprocessing, prototype fabrication and limited production, and programmanagement of projects which support maritime ISR/IO, autonomous and non-autonomous systems and subsystems. The anticipated action will include multiple (3-5) indefinite-deliveryindefinite-quantity (IDIQ) contracts with cost-plus-fixed-fee pricing. The period ofperformance will include a two-year based period and three one-year optionperiods. The estimated level of effort is 154,400 hours per year with anestimated potential total value of $65,934,439 (inclusive of all options).Awardees of contracts under this solicitation will compete for orders pursuanttothe ordering process defined at FAR 16.505(b). The North American IndustryClassification System (NAICS) code is 541330, Engineering Services, and theSmall Business Size Standard is $27M. Security classification will vary fromUnclassified to TOP SECRET classification. This requirement will be fulfilledusing full and open competition with incentives for small businessparticipationat the prime and/or subcontract level. This requirement is a follow-on to anunrestricted solicitation that resulted in the award of a single contract:N66001-06-D-5021 with Science Applications International Corporation (SAIC). It is currently anticipated that RFP N66001-11-R-0036 will be released on orabout 15 April 2011. The solicitation will only be available electronically.Electronic copies of the RFP may be obtained from the SPAWAR E-Commercewebsite at https://e-commerce.spawar.navy.mil under SSC Pacific "OpenSolicitations."
