- This publication serves as notice of intent to procure supplies and services for the Department of Commerce (DOC), National Oceanic & Atmospheric Administration (NOAA) National Fisheries Services, Northwest Fisheries Science Center, Fishery Resource Analysis and Monitoring Division located in Seattle, WA on a sole source basis with Michael S. Retherford owner of fishing vessel Excalibur. The government intends to acquire supplies and services using FAR Part 13, Simplified Acquisition Procedures. Proposed vendor will conduct the operations required as part of an ongoing cooperative research survey for young of the year (YOY) Pacific hake and rockfish that began in 1998. This contract will be for one year with no options. This survey will be conducted beginning in early June 2011 and ending in late June 2011, not to exceed 25 days with dates determined by mutual agreement between NMFS and the Contractor. The cruise plan projects 23 days for the survey, including mobilization, survey, vessel inter-comparison, transits and demobilization. The contractor will collect acoustic and biological data. The contractor will provide the survey vessel and vessel crews, and all required vessel equipment to complete the survey in a consistent and scientifically defensible manner to continue a biological time series. The following specific requirements of the survey must be met: Under the direction of a NMFS-designated chief scientist, the vessel will fish in a systematic manner with juvenile trawl gear (Cobb midwater trawl) according to a pre-specified survey design. The operations will be fully defined and discussed during mobilization with the vessel captain(s). With the assistance of the crew, the scientific party will examine and preserve (freeze) the catches and record various biological and effort data. The trawl gear used during the survey will be supplied by the NWFSC. A modified anchovy midwater trawl (Cobb mid-water trawl), the same design used in the SWFSC/SCL pre-recruit survey, has been used since 2001 to obtain samples of juvenile hake and rockfish samples and will be used in 2011. The net has an 86' headrope length and is rigged to fish at 30 m depth. The net tapers from the opening to a cod-end of 1/2" mesh that is lined with a 3/8" mesh liner. Trawling is conducted at night with the headrope at 30 m at a speed of 2.2 to 2.5 kt. Trawl tow duration at depth is 15 minutes, counted from the time the net reaches the 30 m. fishing depth. Project gear will be loaded at the beginning of the charter in Newport, Oregon. At the conclusion of the charter all project gear will be unloaded in Newport Oregon. In the likely event of inclement weather, a "weather day" will be declared. Severe conditions which contribute to unsafe or unpractical survey operations are closely monitored. This decision will be made by the Captain and Chief Scientist after all information and data analysis have been reviewed. Allocating weather days adds time to the charter because stations are not typically dropped. This additional time should be considered when scheduling post-survey vessel operations and will alter the vessel demobilization and charter conclusion. This cooperative research survey has been conducted using the chartered fishing vessel F/V Excalibur in the past and it is in the best interest of the government to continue with the same vessel in order to ensure that the time-series of the data collected is consistent and to ensure that the time-series is not compromised and without jeopardizing the scientific research which is necessary to the commerce of the United States fishing industry through the preservation of sustainable fishing practices. The time series data are necessary to allow NMFS to make scientific determinations about the hake and rockfish species sustainability. The Government intends to negotiate a firm fixed price contract, that will commence approximately from date of award through April 2012. The North American Industry Classification System Code for this acquisition is 487210. This notice represents the only official notice. This notice of intent is not a request for competitive proposals; however, all submittals received by the due set forth in this notice will be considered by the Government. A determination by the Government not to compete this requirement based upon responses to this notice is solely within the discretion of the Government.
